Job Description
Job Description: Reporting to the Senior Manager, Facilities Maintenance and Operation, the Manager, Chief Engineer, Utility Plant and Mechanical Systems is responsible for the oversight of daily operational management and/or maintenance of designated central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems. The Manager establishes, develops, and implements departmental goals and operational requirements for physical plant health sites in a manner consistent with regulatory requirements and industry best practices, ensuring a safe and reliable environment for the delivery of healthcare-related services. The Manager develops and monitors the operating budget for the designated area, manages the recruitment and mentoring of staff, and oversees the development and continuous improvement of maintenance programs. Key Accountabilities: Establishes, develops, and implements department goals, objectives, and operational requirements consistent with the organization’s strategic and operational objectives. Manages the operations, maintenance, and repair of the assigned site’s central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems. Provides operational leadership including maintenance oversight to the emergency generators. Develops and implements the annual operating and capital budget for the assigned site(s); responsible for monitoring expenditures, variance analysis, and reporting; takes corrective actions as required. Manages the recruitment, mentoring, and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction, and assignment of duties to meet operational requirements. Investigates work and/or staff performance issues and initiates disciplinary action up to and including termination; participates in grievance processes and other labor relation matters. Oversees the development and continuous improvement of maintenance programs; applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive, and responsive maintenance. Procures and manages the work of external service providers; determines terms of reference, negotiates, and monitors contractual agreements for specialized maintenance, grounds, and renovation work. Manages assigned construction, renovation, and/or maintenance projects; liaises with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized. Must Haves: A level of education, training, and experience equivalent to a British Columbia or Inter-Provincial Second Class Certificate of competency as a Power Engineer or Mechanical Engineering Degree. Certification as a Second Class Power Engineer by Technical Safety BC. Five (5) to seven (7) years of recent, related progressive supervisory and management experience in a large, complex unionized environment. Demonstrated interpersonal skills coupled with the ability to apply sound management skills in selecting, developing, and coaching staff. Ability to lead people by acting with integrity and trust, building a team environment, and fostering potential. Ability to communicate clearly and prepare reports and recommendations to multidisciplinary audiences. Demonstrated project management experience. Proficiency in using spreadsheet and word processing applications. Adaptable and flexible to meet changing priorities and resource constraints. Knowledge and experience with the operation of air conditioning, refrigeration, electrical and control systems, and human resources management. Physical ability to perform the duties of the job. Plusses: Experience with computerized maintenance management systems. Background in managing construction, renovation, and/or maintenance projects. Familiarity with emergency generator maintenance and operations. Experience in labor relations and grievance processes. Knowledge of risk-mitigation strategies and planning/scheduling techniques.
