Job Description
International Fund for Agricultural Development (IFAD) Organizational Setting The position advertised is co-terminus, i.e. subject to limited duration and funding. The successful candidate will be granted a co-terminus appointment strictly limited in duration to the funding of the specific project and/or assignment. Any extension, if applicable, will be contingent upon the availability of the same funding source, the continued existence of the position, and functional needs. Effective 1 January 2025, co-terminus appointments will also be subject to a maximum total duration of seven years, including contract extensions. This type of appointment does not carry any expectation, legal or otherwise, of conversion to any other type of appointment with IFAD, regardless of the length of service. Staff members holding an IFAD fixed-term or indefinite appointment are eligible to apply to this co-terminus position with their employment terms and conditions, including contractual status, remaining unchanged. Given that the funding of this position is strictly limited in duration and conditional on the availability of supplementary funds, should the funding finish, the position will be abolished and the staff member will be subject to the relevant provisions foreseen in the HR Implementing Procedures. The International Fund for Agricultural Development (IFAD) is an international financial institution, and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. Job Role The incumbent is a seasoned professional in the thematic specialization. The incumbent provides technical expertise and strategic guidance at all stages of design, development, monitoring and evaluation of IFAD's private sector investments and of operational engagements with the private sector within IFAD's sovereign investments. Under the supervision of the Director PSD, the incumbent has a technical role in private investment and private sector operational engagements. The incumbent works collaboratively with regional teams, including Country Director and regionally mapped thematic Technical Specialists, as well as the PSD staff, to ensure consistency, cohesion and synergy in the application of technical advice and provision of private sector operation and activities. Key Functions and Results Technical Advice in Private Sector Investment: The incumbent will work closely with country directors/teams, regionally and globally assigned technical specialists and other regionally assigned staff on the origination, screening, structuring and delivery of IFAD Non-Sovereign private sector operations (NSOs). Main responsibilities include: a. Work with Country Directors and other staff in country/regional teams to develop a pipeline of potential NSO investments. b. Screen potential NSOs in terms of development impact and financial soundness. c. Engage with various key divisions at IFAD to ensure efficient and effective review, development and implementation of the NSOs. d. Provide technical support to the Director PSD, Country Directors, and Regional Directors in building operational relationships with private sector partners. e. Support the identification and mapping of the private sector landscape and market context. f. Lead field and due diligence missions at all stages of the project cycle. Support the Delivery and Reporting of PSD Work Program: Assist the Director, PSD in the delivery of the PSD work plan. Knowledge Management: Ensure country-level access to the latest sources of knowledge and innovation on private sector investments. Partnership Building and Resource Mobilization: Help mobilize resources and build relevant partnerships. Monitoring, Evaluation and Reporting: Contribute to managing the monitoring, evaluation and reporting of NSOs. Job Profile Requirements Education: Advanced university degree (Master's or equivalent) in finance, financial engineering, economics, accounting, business management, or related field. Experience: At least five (5) years of progressively responsible experience in the management, review or structuring of private sector investment projects/NSOs in the agriculture sector. Languages: Desirable: French, Spanish and/or Arabic. Skills: Specialized communication skills, development finance knowledge, adaptability, corporate approach, interpersonal skills, problem solving, synthesis, verbal and written communication skills, private sector investment expertise, and project/programme management know-how.
