Job Description

The Procurement and Contracts Manager will lead the procurement and contract management activities for offshore transportation and installation (T&I) projects. This role involves ensuring cost-effective, timely, and high-quality delivery of materials, equipment, and services while adhering to company policies, regulatory standards, and project objectives. The ideal candidate will have extensive experience in offshore T&I projects, a strong understanding of supply chain management, and expertise in contract negotiation and administration. Key Responsibilities Procurement Develop and execute procurement strategies tailored to offshore T&I project requirements, ensuring alignment with project timelines and budgets. Identify, evaluate, and pre-qualify suppliers and subcontractors for offshore services, including heavy-lift vessels, installation equipment, and related services. Conduct market research and maintain a database of reliable vendors and contractors with experience in offshore T&I. Prepare, issue, and manage Requests for Quotations (RFQs), Invitations to Tender (ITTs), and bid evaluations for major procurement packages. Negotiate terms, conditions, and pricing to achieve the best value for the organization. Ensure timely delivery of materials and services by monitoring supplier performance and expediting as needed. Contracts Management Draft, negotiate, and manage contracts for key offshore T&I scopes, including heavy-lift, subsea installation, pipeline transportation, and other related activities. Develop and enforce contractual terms to mitigate risks and ensure compliance with legal, financial, and technical requirements. Administer contracts post-award, including change order management, claims resolution, and close-out processes. Work closely with legal, technical, and project teams to address any contractual or commercial disputes. Monitor contract performance to ensure adherence to agreed-upon terms, including quality, schedule, and cost. Stakeholder Management Collaborate with project managers, engineers, and other internal stakeholders to align procurement and contract strategies with project goals. Build and maintain strong relationships with suppliers, contractors, and third-party service providers. Liaise with finance teams to ensure accurate budgeting, invoicing, and payment processing. Compliance and Reporting Ensure all procurement and contracting activities comply with company policies, regulatory standards, and health, safety, and environmental (HSE) guidelines. Provide regular updates and reports to senior management on procurement and contract performance, risks, and opportunities. Contribute to audits and reviews, ensuring transparent and accountable procurement practices.
