As a Site Engineering Subcontracting Manager within the Engineering organization, you will be responsible for managing the overall engineering subcontracting management processes for our La Rochelle - Train Development site. KPI Performance First time right delivery of subcontractors and On Time Delivery (overview of results of subcontractors on site). Average maturity level of site Engineering subcontracting as part of Site Engineering Director dashboard. Main Responsibilities Apply and ensure compliance with subcontracting process based on local rules and central guidelines. Drive subcontracting maturity level. Apply standard technical specifications defined by Central Sourcing. Drive quality improvement of subcontracting technical specifications. Responsible for on-site subcontractors’ organization in consistency with contracts and local rules (provide office, IT, EHS, end of mission, etc.). Hold regular meetings with subcontractors to give them feedback, review RFQs (Request for Quotation), and provide an overview of forecast workload, with insights on which métiers will be overloaded and which they need to develop further, also in accordance with the footprint, explaining where we are going and what would be their place in the mid-long term. Provide an overview of OTIF and FTR performance of subcontractors. Manage ROE of engineering subcontracting. Implement technical meetings locally with ALSTOM Key Stakeholders and suppliers to share and anticipate ALSTOM technical stakes and needs. Ensure compliance with applicable best cost and subcontracting processes. Alert SED and Commodity manager in case of difficulties faced with subcontractors. Competencies & Skills Data-driven mindset. Comprehensive understanding of data analysis and performance reporting. Proven experience in visual management and data manipulation. General knowledge of all the processes (Engineering, Industrial, etc.) involved. High degree of communication skills and ability to influence. Open-minded and motivated. Proactive. Highly skilled in MS Excel and standard PowerPoint knowledge. General project management knowledge (including development phases and industrial phases). General knowledge of railway products and processes. Understanding of EHS, HR, financial, sourcing, IT processes, and legal constraints. Main Required Competencies Bachelor’s degree in Engineering or Business Management. Good speaking, reading, and writing skills in English. Previous experience in performance, quality, improvement, workload, planning, or related field.
