Estates Programme Delivery Manager -Telecoms - 6 month contract

Hybrid working - 3 days/week in offices in the Reading area

MAIN PURPOSE OF ROLE

Key Responsibilities:

• The Estates Programme Delivery Manager is responsible for leading and delivering assigned programmes end-to-end, ensuring objectives are met and expected benefits and business outcomes are realized. This role involves leading cross-functional teams, managing stakeholder relationships, and driving continuous improvement in delivery processes. Additionally, the role includes managing a team of Code Asset Managers to secure occupational renewals which achieve optimal site solutions and a beneficial opex base for telecom sites.
• Lead the Programme’s Executive and Governance Committees with energy and drive, empowered to direct the programme and make decisions.
• Provide strategic context, direction, and leadership to the team, ensuring outcomes are achieved with end-to-end accountability.
• Monitor programme delivery plans, resource deployment, and overall coordination to deliver quality outcomes on time and within budget.
• Create and communicate the vision of the programme, driving key outcomes and results.
• Utilize project management tools and methodologies (agile and waterfall) effectively.
• Step up to cover for the Head of P&E in partner meetings, SLT, and transformation initiatives.
• Define, prioritize, and achieve strategic objectives, ensuring benefits realization.
• Interrogate live dashboard data to drive actions and decisions around risks and issues.
• Produce updates to provide confidence and clarity that targets are being met or mitigated.
• Drive process improvements to increase delivery productivity without compromising quality.
• Achieve optimal site solutions in terms of time, cost, and quality.
• Manage dependencies on regional teams across all programmes where Estates programmes overlap.
• Maintain accurate estates programme delivery status and work with the National Estates Programme Manager to create, maintain and update suitable reports to drive effective delivery.
• Be a champion and subject matter expert on the New ECC and develop strategies in respect of its interpretation and implementation on individual sites by applying agreed standards, policies, and expertise.
• Keep abreast of Tribunal decisions relating to ECC to understand their impact of our programme and guidance and ensure that an agile approach is employed to maintain delivery of baseline targets.

PERSON SPECIFICATION (EXPERTISE)

Experience (technical, managerial, industry) Extensive experience of asset or estates management and deployment & delivery of large Telecoms programmes

Significant commercial experience in complex, property contract negotiations

Detailed awareness of the site share and Telecoms infrastructure business Relevant demonstrable experience in the Telecoms industry managing operational sites and commercial relationships

In-depth knowledge and experience of Landlord and Tenant Legislation and the Electronic Communications Code (ECC)

Strong commercial acumen with proven ability to develop innovative, strategic solutions.
