Job Description

Summary As a Management and Program Analyst, you will support the Acquisition Management Division (AMD) by performing a variety of complex management, program analysis, and stakeholder coordination assignments. Location of position: Region 4, PBS Acquisition Management Division (AMD), Atlanta, GA (Local Commuting Area Only). We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position is located in the Southeast Sunbelt Region (R4) within Atlanta, GA (Local Commuting Area Only). The incumbent will be expected to report to the Regional Office Building (ROB) at least 2x per pay period. Implementation, Administration & Oversight of Procurement Data Systems: Serves in a primary or supporting role (as assigned) to implement and monitor the acquisition management information system. Serves as an Expert and performs a variety of data analysis, management, and monitoring of systems to ensure the integrity and oversight of key procurement related Electronic Information Systems (EIS). EIS includes but is not limited to: Electronic Acquisition System Integration (EASi), Federal Procurement Data System (FPDS NG) System for Award Management (SAM) to include Contract Opportunities, Contractor audits Assessment Reporting System (CPARS). Identifies and analyzes issues, problems, and challenges facing the internal and external environment; overlaps in management support services and/or the need for consolidated functions; reviews and evaluates established and proposed policies and procedures to determine impact. Formulates and recommends additional policies, procedures, and/or modifications to existing procedures to improve the efficiency and effectiveness of managerial or administrative operations. Stakeholder Management, Consultation and Collaboration: Leads or supports execution of stakeholder management, consultation, and collaboration activities. Inspects the activities of contracting officers, contract specialists and contracting officer representatives under the program. Facilitates results and outcome-focused engagements with diverse stakeholder sets to meet program or policy needs. Develops various communications to engage with stakeholder communities (contracting officers, contract specialists and contracting officer representatives under the program). Implementation of Procedures, Policies and Programs: Serves as a focal point for the coordination, processing, interpretation, application development, and/or implementation in one or more of AMD’s program areas. Advises and Consults with stakeholders, managers and program officials on the interpretation of management or program-related policies and procedures. Evaluates progress against project work plans, timelines, and budgets; prioritizing work requirements across competing demands. Lead projects, coordinate with team members for Administration & Oversight of Procurement Data Systems in developing reports on issues and agency initiatives which may have major internal and/or external environmental impact. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience is analyzing and evaluating the effectiveness of program operations and/or project initiatives aimed at improving business processes. Such experience must include: Maintaining procurement information systems; Applying change management and continuous process improvement techniques; Evaluating and implementing policy; and Utilizing a variety of communication methods and media to communicate findings and recommendations with various internal and external stakeholders Education Note: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
