Position Overview
The Department of Insurance is seeking to hire an Assistant Chief Examiner (Senior Public Service Administrator) in the Financial Examination Section of Financial Solvency Division. This position supervises subordinate field Examiners-in- Charge of property and casualty, life and health insurance company financial examinations and outside vendors contracting with the state to do financial examinations of Illinois domestic insurance companies; reviews and evaluates status reports provided by the Examiner-in-Charge to identify existing or potential problems of the company under examination; provides technical guidance to subordinates when reports indicate problems; recommends or approves staff recommendations to change the scope of an audit when the examination identifies potential problems; initiates and supervises coordinated examinations with other states represented when an Illinois domestic company is part of a holding company group; represents the Chief Examiner through communication with insurance company officials; reviews draft examination reports submitted by the Examiner-in-Charge; assists the Chief Examiner in allocating staff resources; assigns staff and/or makes staff reassignments when special expertise is needed at an examination site; schedules examinations; assists in the monitoring and allocation of budgetary resources. The position serves as a full-line supervisor. The incumbent of this position will travel in the performance of duties.
Essential Functions
Supervises multiple field Examiners-in-Charge (both internal staff and outside consultants) of property and casualty, life, health insurance company, and Specialty Act company financial examinations: assists subordinates in the planning of the examination by participating in the pre-examination conferences; reviews and evaluates status reports provided by the examiner-in-charge to identify existing or potential problems of the company under examination; provides technical guidance in solving unusual problems on such matters as accounting procedures, solvency issues and legal status of transactions; visits examination sites to review examination progress, confers with the Examiner-in-Charge or company officials when problems arise which are in conflict with statutory provisions of the Illinois Insurance Code, rules or regulations; recommends or approves staff recommendations to change the scope of an audit when the examination identifies potential problems; conducts conferences with insurance company officials, representing the Chief Examiner, attorneys or accountants to explain findings and basis for exceptions; oversees the process of finalizing the examination prior to the filing of the examination report as public record; reviews the report to assure that it meets agency policy; recommends regulatory/legal action to be taken by the Department.
Serves as full line supervisor: assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluation; determines and recommends staffing needs.
Schedules and staffs examinations of insurance companies: assists in scheduling financial examinations and assuring that coordinated lead state examinations are called in compliance with the requirements of the National Association of Insurance Commissioners (NAIC); assures that examinations are conducted in accordance with the NAIC Financial Examiners Handbook; assists in staff development by helping organize seminars for staff and in encouraging staff to take courses relating to insurance and in pursuing professional development.
Assists the Chief Examiner in administering the financial examination program: confers and corresponds with insurance company officials and other State departments and the general public regarding company financial statements, company operations and technical procedures which may involve coordination with the both the actuarial and IT Examination staff; serves as the liaison between field and central office personnel; assists in formulating examination policies and procedures which involves coordination with other Financial Examination staff, and other state Insurance Departments; plans and oversees the leading and participating on NAIC coordinated examinations where Illinois is either the lead or participating state; represents the Agency at meetings, conferences and on task-force committees; represents the Chief Examiner at meetings, conferences and on task force committees.
Serves as the Examiner-in-Charge of large and complex or Specialty Act on-site examinations: determines and establishes the scope of the examination; directs subordinate staff examiners and monitors work assignments; coordinates concurrent examinations of affiliated companies domiciled in other states with participating out-of state examiners; interacts with company officials, representing attorneys or accountants; develops examination draft report and finalizes all processes of the examination.

Directs all special field special examination activity and/or limited/target examinations: determines scope, objectives and areas of emphasis or risk on special examinations; reviews all completed documentation; determines outcome or conclusions and how to handle the findings and/or compliance issues.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with 21 semester hours of coursework in accounting with additional coursework in computer science, economics, management, finance or other related subjects.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Requires certification as a Certified Financial Examiner from the Society of Financial Examiners.
Preferred Qualifications
Prefers twelve (12) years of progressively responsible professional insurance auditing or statutory accounting experience.
Prefers extensive knowledge and experience in conducting financial examinations of insurance companies using the NAIC Financial Condition Examiners Handbook.
Prefers ability to train, oversee and evaluate subordinate staff and to develop and implement new training methods.
Prefers ability to analyze administrative programs and adopt an effective course of action.
Prefers ability to develop, install, and evaluate new and revised methods, procedures, and performance standards.
Prefers ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
Prefers ability to estimate and schedule for future needs and with regards to personnel, supplies, and equipment.
Prefers ability to develop and maintain cooperative working relationships.
Prefers extensive knowledge of agency policies and procedures.
Prefers thorough knowledge of public and business administration, principles, and practices.
