Job Summary
Join the mission-driven team in Environmental Health as the Program Manager for the U.S. Department of Housing and Urban Development (HUD) Lead Hazard Control Grant program. This position will improve health equity and ensure healthy housing by reducing lead hazards in the community while establishing effective working relationships with state-wide and local partners and secure stakeholder involvement and commitment to the program.
Primary Responsibilities Include:
- Support the identification and remediation of lead hazards and healthy housing issues as part of the Lead Hazard Control and Healthy Housing program.
- Assist in program activities that contribute to the success of the Lead Hazard Control Program.
- Carry out administrative tasks to implement the HUD Lead Hazard Control Grant and supplemental Healthy Homes program.
Candidates must be able to travel throughout Southeastern Minnesota and attend required trainings out of state. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines. This position will have the option of some teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.
Qualifications
Minimum Qualifications
- (3) years of experience administering a federal grant program, lead poisoning prevention, housing rehabilitation, weatherization, healthy housing, affordable housing, or closely related.
An Associate's degree in Public Health, Environmental Health, Business Management, Social Work, Construction Management, Education or closely related field may be substituted for six (6) months of experience.
A Bachelor's degree in Public Health, Environmental Health, Business Management, Social Work, Construction Management, Education or closely related field may be substituted for (12) months of experience.
A Master's degree in Public Health, Environmental Health, Business Management, Social Work, Construction Management, Education or closely related field may be substituted for (18) months of experience.
A PhD in degree in Public Health, Environmental Health, Business Management, Social Work, Construction Management, Education or closely related field may be substituted for (24) months of experience.
Additional minimum qualifications to be assessed during interview:
- Knowledge of state grant procedures and compliance requirements for U.S. Department of Housing and Urban Development (HUD) Lead Hazard Control Grants, including lead abatement strategies and healthy housing initiatives.
- Effective project planning and operations, including goal-setting, timetable management, expectation clarification, results evaluation, recordkeeping, and task management to ensure program transparency and the timely completion of deadlines and deliverable.
- Strong oral and written communication skills, with the ability to convey information clearly, concisely, and effectively in both verbal and written forms.
Preferred Qualifications
- Advanced degree in Public Health, Environmental Health, Business Management, Social Work, Construction Management, Education or closely related field.
- Knowledge of Federal Environmental Review requirements and processes.
- Certified Lead Risk Assessor licensed in the State of Minnesota.
- Proven adaptability to ongoing organizational and program changes, demonstrating the ability to work effectively under pressure and navigate ambiguity or setbacks.
- Strong problem-solving skills to develop solutions for complex challenges while adhering to programmatic and funding guidelines.
- Skilled in building and maintaining networks across public and private sectors .
Additional Requirements
This position requires successful completion of a background check and employment reference check.
This position does not require a driver's license but demands some travel that the candidate is responsible for meeting.
