The Associate Governmental Program Analyst (AGPA) position is under the Cal OES Recovery Directorate with the California Recovery Support Functions (CA-RSFs). California was the first state to develop a state-level RSF team, and we strive to build positive working relationships with our partners and effectively support communities with their disaster recovery and resilient rebuilding efforts. Under the direction of the Recovery Manager in the Recovery Support Functions Unit II, the AGPA serves as the Economic RSF Coordinator and is responsible for collaborating with state and federal partners to identify resources and provide technical assistance in support of local, business, tribal, and state recovery after a disaster has occurred. The AGPA performs complex research, coordination, and analytical activities to accomplish the objectives of the six primary Recovery Support Functions: Community Planning and Capacity Building, Economic, Health and Social Services, Housing, Infrastructure, and Natural and Cultural Resources. Performing as an effective member of the RSF team, the AGPA will be expected to act with independence to maintain a routine workload that supports small business and long-term state economic resilience while responding to short- and long-term special projects and priority assignments.

Working Conditions

Telework - This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver's License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Prior experience working with communities, performing in an emergency management role, exercising strong research and analytical skills, leading complex projects, working with stakeholders, and/or experience working with data is a plus
  • At least two years professional experience in economic development, analysis, business administration, economic consulting, planning, emergency management, or similar experience
  • Education and/or training in economic development, community development, business administration, or equivalent
  • Experience leading, coordinating, and/or managing large-scale projects
  • Experience working in a team setting that involved working with economic, technical, and/or financial data and information
  • Experience building partnerships and coordinating initiatives with government, private, nonprofit, and/or philanthropic stakeholders
  • Experience gathering and analyzing data, researching economic issues and trends, and writing reports on the results
