*JOB OVERVIEW:
The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control (DDC), is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities, developing, and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events. The Medical Reserve Corps (MRC) is a volunteer corps comprised of over 7,000 dedicated and motivated medical and non-medical volunteers who may be utilized to support public health emergency responses in Philadelphia.
Primarily, the Workforce Specialist will support Medical Reserve Corps operations, such as conducting ongoing recruitment campaigns, conducting a variety of trainings to keep volunteers engaged and ready, coordinating the deployment of volunteers for special events or during a public health emergency, ensuring the integration of volunteers into all planning documents, and evaluating all MRC activities to improve plans. The Workforce Specialist will work closely with the Volunteer Coordinator and other staff to ensure the program is prepared to respond to public health emergencies.
This position is full-time, Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends, as well as regular field work, to support MRC trainings and deployments and other Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding. All City and City-embedded employees should expect to work in the office or in the field full-time as of July 15th, 2024.
This position will report to the Volunteer Coordinator. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice, deployment to field sites, and some after-hours activities to achieve Program objectives.
*RESPONSIBILITIES:
- Support the Volunteer Coordinator. Duties include:
- Perform regular maintenance of the volunteer database.
- Support ongoing recruitment campaigns.
- Assist with developing, advertising, and conducting training to volunteers on a variety of subjects.
- Create an annual training schedule and appropriately publicize it to internal and external stakeholders.
- Update training materials as necessary.
- Ensure the availability and issuance of continuing education hours.
- Ensure organization of training materials and supplies.
- Provide support for all MRC events o Track all MRC training and exercise participation.
- Assist with the development of quarterly reports.
- Coordinate deployment of MRC volunteers.
- Develop and implement evaluation tools and sustainment efforts intended to improve and expand the MRC.
- Provide logistics and administrative support to other team members as needed.
- Participate and assist in the execution of other exercises, trainings, real events, and other Program initiatives as appropriate.
- Prepare written reports and documents as directed to support various Program projects.
- Perform other duties as assigned.
*SKILLS:
- Working knowledge of Microsoft Office applications, as well as an interest in learning about and using other types of information technology
- Candidates should have excellent communication skills and the ability to work in a team environment.
- Strong written and verbal communication skills
- Detail-oriented with excellent organizational skills
- Ability to communicate effectively and work with various teams
- Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued attributes.
- A valid driver’s license is required.
Two or more years of relevant experience working in public health, emergency management, communications, or a related field preferred. Previous non-profit or government experience a plus
