Job Description
GENERAL PURPOSE
Performs a variety of supervisory, professional, administrative, and technical accounting and finance functions. This is accomplished by providing oversight and supervision of accounting operations; maintain financial policies, fiscal records, and internal controls; assisting with the preparation of the annual comprehensive financial report; directing staff functions, analyzing financial information; preparing financial reports; and coordinating the annual audit.
SUPERVISION EXERCISED
Supervises personnel and provides leadership within the department.
Essential Duties
Performs and supervises the preparation of periodic internal and external financial statements, supporting schedules, and related notes and periodic reports to regulators to ensure accuracy and compliance with generally accepted accounting principles and regulatory requirements. Prepares and oversees compliance and filing of monthly, quarterly, and annual city, state, and federal reports with regulatory agencies.
Manages and supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Ensures accounting activities, financial statements, and supporting schedules are compiled and reported in accordance with the Governmental Accounting Standards Board (GASB) accounting rules.
Provides leadership direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies, as needed.
Assists with the annual independent audit and directs staff to ensure the timely completion of accurate schedules and work papers to meet agreed-upon delivery dates. Participates in the preparation of statements, notes, and statistical information for the Annual Financial Report (AFR) on a timely basis to comply with external reporting deadlines of GFOA and Federal and State agencies.
Reviews, evaluates, and makes recommendations on the City's internal controls over accounts payable, cash, accounts receivable, inventories, and fixed assets periodically and reports any deficiencies in the system.
Reviews and verifies a variety of documents and forms for the Accounting Division including accounting entries and transactions, bank, and general ledger accounts reconciliations.
Ensures the month-end and year-end closing of the City's books in a timely manner.
Prepares and updates a variety of studies, reports and related information for decision making purposes.
Plans, reviews, and conducts special studies in such areas as organizational changes, works production methods and operating procedures.
Assists with the City's debt management program, including preparing financial statements, debt schedules, bond rating presentations, and other related duties. Provide information as needed for the calculation of arbitrage.
Assists with the administration of City's cash management, to include investments, preparing cash flow reports, and ensuring liquidity needs are met.
May be required to attend staff meetings, agenda meetings, and council meetings. Represents the City at various conferences and meetings.
Provides assistance on projects, presentations, or functions as required.
Provides staff with answers to inquiries related to accounting processes and records.
Performs other duties as assigned.

Required Minimum Qualifications
EDUCATION AND EXPERIENCE:
- Graduation from an accredited four-year college or university with a degree in Accounting, Finance, Business, or Public Administration, or a closely related field; and
- Five (5) years of increasingly responsible experience in financial and accounting administration, preferably in a municipality; and
- Two years of supervisory experience preferred; or
- Any equivalent combination of the education and experience requirements above.
- Certified Public Accountant (CPA) license and/or Certified Government Finance Officer (CGFO) designation preferred.
- Knowledge of modern governmental accounting theory, principles, and practices
- Knowledge of office automation and computerized financial applications.
- Knowledge of public finance and fiscal planning.
- Knowledge of payroll and accounts payable functions.
- Knowledge of budgetary, accounting, and reporting systems.
- Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies, rules, and regulatory reporting requirements.
- General Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Principles governing public sector financial management.
- Skill in operating the listed tools and equipment.
- Ability to prepare and analyze complex financial reports.
- Ability to maintain efficient and effective financial systems, internal controls, and procedures.
- Ability to effectively supervise staff.
- Ability to establish and maintain effective working relationships with employees and city officials.
- Ability to communicate effectively orally and in writing.
- Ability to maintain regular and punctual attendance.
SPECIAL REQUIREMENTS:
- Must have a valid driver's license by date of hire.
- Must obtain and maintain a Texas Driver's License within 90 days of hire.
- Must be bondable.
