The Prince George's County Office of Procurement is currently seeking qualified applicants to fill a Deputy Director, grade G35, in the Office of the Director.
About the Position
This is an exempt management level supervisory, professional, and administrative work performed in support of the Director. The incumbent assists the Director in the overall management, planning, and coordination of a diverse range of activities, operations, and staff to accomplish the departmental mission. Management and oversight are specific to Contract Administration & Procurement and Human Resources. Work is performed with a wide latitude for independent judgment and action under the general supervision of the Director. Work performance is evaluated based upon the achievement of agency goals and objectives. Employee maintains a valid driver's license less than 6 point.

The Office of Procurement was launched on July 1, 2024, and comprises three main divisions: the Office of Accountability, Business Services, and Office of Administrative Services. These divisions will house critical functions including Contract Compliance, Contract Administration & Procurement, and Supplier Development & Diversity, formerly managed under the Office of Central Services. The Office of Procurement will help foster transparency and efficiency in our procurement process every day while also providing a high impact means to promote equity. Through the new Office of Procurement, small, local, and minority-owned businesses are supported, creating new opportunities for our residents to work in and improve the community where they live.

The Prince George's County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). - The selected candidate will assist the Director in overall administration of each operating division or department pertaining to the business operations functions of the agency.

- Exercises technical management oversight for all operations, activities, programs, and projects accomplished within the agency.

- Exercises the full range of supervisory duties and responsibilities as defined in the Personnel Law.
- Investigates and researches difficult and complex inquiries, problems, or complaints and initiates appropriate response to address/resolve them.
- Analyzes technical performance reports, correspondence, and contracts.
- Reviews, evaluates and makes recommendations to the Director regarding areas of responsibility.
- Assumes the duties and responsibilities of the absence of the Director.
- Supports a culture of accountability, integrity, services excellence, collaboration, creativity and innovation.
- Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position descriptions, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
- Master's degree in Public or Business Administration, Organizational Leadership, or a related field.
- Five (5) years of progressively responsible management level experience in a large government organization in the following areas: (1) knowledge of modern office procedures, practices, and equipment.
- Establish, implement and evaluate programmatic goals and objectives.
- Develop departmental policies and procedures.
- Effectively communicate orally and in writing with agencies, consultants, departmental officials, employees, citizens and public/elected officials.
- Ability to analyze, interpret and report research findings and recommendations
- Ability to plan, assign and direct the work of others in a manner conducive to full performance and high morale.
- It is desirable that the Applicant possesses a bachelor's degree in a business-related field.
Preferred Qualifications:
- At least ten (10) years of management experience in the public sector, state or local government or other major enterprise entity, with knowledge of supplier, development and diversity, budget creation and management.
- At least seven (7) years' experience with contracting and procurement (cradle to grave management of contracts and acquisitions).
- At least seven (7) years in senior leadership, managerial or supervisory capacity, to include executive management experience knowledge of human resources best practices, finance, construction and procurement.
