Team Leader (Development Control)

Qualification -
● Significant experience of working within a highway or construction environment - with a background in Development Control and technical assessment of planning applications
● Must hold a minimum of a HNC / HND in Engineering or another relevant subject and have significant experience in Highways / Construction.
Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.
Driving Licence – The successful candidate should hold a full clean driving licence as you will be required to drive a vehicle adhering to council regulations.
Manchester City Council is looking for an experienced professional to lead the City's Highways Development Control Team. The team supports the Planning Department in assessing planning applications for new developments, ranging from small local applications to large multi-million-pound developments reshaping this great City. This is a great opportunity to join a dynamic Service within the Council delivering a variety of projects and programmes on behalf of the City to contribute to the ongoing growth, delivery, and development of the City Strategy
This role sits within the Highways Development side of Highway Services and as the Highway Authority, this role will focus on how new development impacts the highway and other surrounding areas. Key aims include ensuring developments promote sustainable travel and that the city is kept moving and accessible as it grows and develops. The role holder will have lead accountability for the Highway Service element of planning application assessment, also supporting developers and influencing planning applications at an early stage to shape the city in line with the Greater Manchester Transport Strategy 2040.
About the Candidate
This role involves blended/hybrid working. You may be able to work from home or remotely some of the time, or for certain tasks or limited days or hours. For the remainder of the time, you will be required to work at council sites or offices. This will depend on your role’s responsibilities and your personal circumstances.
You must hold a HNC or HND in Civil Engineering (or other relevant equivalent subject) and have a significant and demonstrable experience of leading a team in a Highways / Transport / Engineering environment and be able to evidence training, qualifications and/or experience within Management and Leadership areas.
The post holder will act as a technical point of reference for the team and colleagues within and outside of the wider Highways Service. The post holder will work closely with colleagues in planning and strategic development, fostering and developing relationships and connections to ensure meaningful highways input at concept of minor and major growth developments across the city. Using our combined local knowledge and technical guidance to feed into new development like new or expanding schools, community developments, new housing estates and local amenities, providing support and advice on any issues. The post holder will represent the Council in respect of development control and will be responsible for the successful resolution of escalated issues
