The primary purpose of this position is to exercise second level supervisory and managerial authorities over the HQ AETC staff. Serves as the Deputy Director of Staff providing advice to the Director, Vice Commander, and Commander on daily operations and long range planning for HQ AETC. Responsibilities Works with the Director of Staff to develop plans, organize, and oversee the activities of the HQ AETC Staff and seamless interface with Congress, State Department, HQ Air Force, and other MAJCOMS, International Air Forces, and agencies. Exercise supervisory personnel management responsibilities. Directs, coordinate, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Represents HQ AETC with a variety of MAJCOMS and functional area organizations. Establishes, develops, and maintains effective working relationships with HQ AETC Staff, HQ Air Force, other MAJCOMS, International Air Forces, and other agencies. Evaluates policies and directives form DoD and HQ Air Force an advises on action necessary to establish the framework of Command policy. Confers with the commanders and Vice Commander and with key staff regarding problem areas and projected major changes in the assigned mission. Serves as an advisor to the HQ AETC Coammnder, Vice Commander, and Staff Director for the matters related to the Commanders staff operations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of operations, resource management, human resources (civilian and military), program analysis, internal review, and logistics. Plans for short and long-term operation for an organization. Ensures that staff planning is timely and complete. Independently directs the initiation of planning as determines necessary for efficient and successful operations of an organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of staff operations functions, management concepts, principles and methodologies in order to develop and implement innovative approaches and solutions for staff operations issues. 2. Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes and program effectiveness, in conjunction with a comprehensive knowledge of administrative laws, policies, regulations, and precedents to include knowledge of key agency program goals and objectives, and sequence and timing of key program events and milestones. 3. Knowledge of the principles, practice, and techniques of instruction and delivery training. 4. Ability to plan, organize, and direct functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Skill in briefing and communication objectives, strategies, and implementation conecpets to the Headquarters' Command Section and senior/executive level managers; and the ability to communicate and interact effectivelyat the highest levels in order to achieve stated positions or to mkae an adequate case for a particular startegy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
