Policy Manager, £competitive, Hybrid working in C.London/Remote

The Role



As the Policy Manager, you will play a pivotal role within the Policy and External Affairs department. Reporting to the Head of Policy, you will lead the development of high-quality policy and research outputs that support ICE’s strategic objectives. Your work will directly influence key decision-makers globally and enhance ICE’s public voice on infrastructure and sustainability matters.

Duties & Responsibilities


Customer Engagement


  • Support the promotion of ICE’s public voice through an external affairs strategy executed alongside Policy, External Affairs and Communications colleagues.
  • Assist in knowledge transfer to policymakers to foster informed public decisions.
  • Collaborate with Communications to respond to media requests and maintain ICE’s profile.
  • Provide analysis and advice to regional directors and the Engineering Knowledge team on pertinent political, economic and social issues.


Operational Management


  • Lead and deliver a comprehensive work programme focused on UK and global policy products, including Green Papers, policy statements, consultation responses, blogs and analysis.
  • Attend relevant events and represent ICE policy positions.
  • Support and coordinate briefings for senior staff and ICE members.
  • Gather intelligence from UK and priority international markets and ensure insights inform ICE’s policy strategies.
  • Meet with policymakers and stakeholders to promote ICE policies and support external affairs activities.
  • Deputise for the Head of Policy as needed.


Relationship Building


  • Establish and nurture connections with key individuals and organisations in policymaking networks.
  • Maintain and grow ICE’s network of policy contacts, particularly in Whitehall, to ensure policy materials align with decision-makers' needs.

What We’re Looking For in You


  • In-depth understanding of public policy processes in Westminster and Whitehall.
  • Strong knowledge of construction, civil engineering and economic infrastructure (desirable).
  • Proven experience in research, report writing and producing clear, concise policy materials.
  • Effective communicator with strong written and verbal presentation skills.
  • Project management experience (desirable).
  • Ability to quickly assimilate and convey complex information.
  • Proficiency in MS Word, Excel and PowerPoint.

  • Ability to work collaboratively with senior political and industry figures.
  • Exceptional multitasking and prioritisation skills.
  • Strong relationship-building capabilities.


Qualifications & Education

  • Degree-level education in social sciences, engineering/construction, politics, economics, or equivalent work experience.
