Technical Program Manager

As part of this, we are seeking a Technical Programme Manager to lead one of Northern Ireland's most significant public sector digital transformation projects. The Role:

We are seeking a highly skilled and motivated Technical Programme Manager to lead the technical execution their implementation project. The ideal candidate will have a strong background in software development, project management, excellent communication skills, and a proven track record of delivering complex projects on time and within budget.

Responsibilities

• Manage the end-to-end delivery of software development projects within contractual constraints
• Manage the customer and external stakeholder relationships
• Work closely with the engineering team and clients to understand the overall business and technology needs
• Develop comprehensive project plans
• Coordinate internal resources and third parties/vendors for the flawless execution of projects
• Ensure that all projects are delivered on-time, within scope, and within budget
• Measure project performance using appropriate systems, tools, and techniques
• Report and escalate to management as needed
• Perform risk management to minimize project risks
• Establish and maintain relationships with third parties/vendors
• Manage the members of the delivery team

Qualifications and Experience:

• Bachelor’s degree in computer science, engineering, or a related field
• Proven working experience as a programme/project manager in the information technology sector
• Proven experience of the successful delivery of large (£10M+), complex projects under contractual constraints
• Experience of managing large-scale Public Sector projects
• Experience of managing teams of 10+ resources, including responsible for team member line management
• Excellent client-facing and internal communication skills
• Excellent written and verbal communication skills
• Strong working knowledge of Microsoft Office, project management software (e.g., MS Project, JIRA)
• Solid technical background, with understanding or hands-on experience in software development
• PMP / PRINCE II certification is a plus
