Job Description
Looking for a lead Auditor certified with IRCA ISO 9001:2015 standard, with experience managing Audits on complex design & Build programmes ideally on railway projects, would also consider people who have audited on other complex design & Build projects e.g. – Water, Nuclear, Airports. Ideal Rail project experience - Rail Stations or Rail Systems (Signalling, E&P, Track, Rolling Stock etc) but multi-disc Civil/Rail of interest.
Technical Assurance Auditor is required to work for the Client Organisation (High Speed Two Ltd) responsible for the New High-Speed Rail project in the UK. The role is responsible for Auditing the Design and Build Joint ventures across the whole HS2 project – 4 Civil Contracts, 4 Station Contracts, 12 Rail Systems Contracts. The role reports to Lead Technical Assurance Auditor working in a team of 4 auditors working closely & in combination with Technical Assurance Team.
Job purpose
Ensuring that Technical Assurance Reviews are carried out across one or more Integrated Project Teams to confirm that HS2 technical assurance processes are adhered to. Ensure the Technical Assurance Review process is carried out in a consistent way across all contracts and provide feedback to process owners.
This is an important time in the HS2 programme as the project moves from delivering Civil Contracts to also delivering 12 Rail Systems contracts and 4 Station New Builds. The idea is to have the new Auditor working on Rail Systems Contracts (such as Signalling, Power, M&E, OHL etc) & Stations. The Audits provide an essential service ensuring that the Main Contractors are working to the agreed requirements and processes by doing a deep dive. The Audit process covers a wide range of areas – Programming, Scheduling, Notification, Risk Management, Non-Conformances, Opportunities for improvement, best practices, Design, Construction. It also covers CDM, Quality Assurance, temporary Works, Digital Engineering. The audit programme is a defined rigorous schedule of audits, essentially to give confidence that the self-assuring delivery contracts are working as they should – the audit reports will be reviewed and scrutinised by Senior Leadership.

Work Situation
The office location is either Birmingham Snowhill or London Euston, they operate a flexible hybrid working model working 2 days a week from the office. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.
London £60 – 65,580 + Pen (6:12) + 25 hols (potentially £68,859)
Birmingham £55 – 61,140 + Pen (6:12) + 25 hols (potentially £64,197)
Duties & Responsibilities
* Creating the Technical Assurance Review (TAR) HORACE references and preparing the HORACE files, including the Question Sets for the TAR Processes; - HORACE is HS2's Health & Safety reporting tool.
* Managing the preparation of the TAR HORACE files and issue of the HORACE references to the Contractors and HS2 Ltd attendees;
* Management and preparation of the annual TAR Programme;
* Management and Chairing of the TAR Process, determination and recording of Observations and Corrective Action Requests (CARs) and preparation of TAR report and findings in HORACE;
* To be responsible for ensuring consistent application of technical assurance auditing processes and question sets across delivery;
* To be accountable for owning and presenting data-based reporting on IPT review performance and observation closeout;
* To be responsible for ensuring that Technical Assurance Review activities are targeted and planned appropriately with risk and performance in mind;
* To be accountable for supporting the feedback loop into HS2 technical processes and coordinate with policy owners to ensure HS2 technical processes are always fit for purpose;
* To have responsibility for promoting cross-function collaboration across HS2 e.g. Building Information Modelling Configuration, Requirements, Project Management, etc.
* Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures in EDI.
Required Criteria
You will be a Lead Auditor certified with he IRCS (ISO 9001:2005) and Environmental (ISO18001:2015) & (ISO45001:2018) would be helpful but not essential. You will ideally have experience carry out audits on complex design & build rail projects – Stations, Rail Systems OR Civil -Stations and Rail Systems (Signalling, E&P, Track etc) preferred. Would also consider multi-disciplinary Design & Build projects in Nuclear, Water, Tranport, Airports etc.
Open to people from Client, Main Contractor or Consultants – you could be a Quality Assurabnce professional conducting internal audits for a main contractor and now want to move to the client side for example.
Along side an eye for detail, good reporting skills and strong communications / stakeholder management skills are all required.
Skills:

* Liaison and co-ordination between HS2 Ltd and Contractors
* Competent in digital data and information analysis and trend reporting
Knowledge:
* Knowledge of Railways Technical Assurance principles including, but not limited to, interface, configuration, assumptions & risk management, environmental, change control, BIM, consents etc.
* Understanding of the roles and responsibilities under CDM Regulations 2015 and risk management and have knowledge of the European Common Safety Methods guidance
* Principal / Lead Auditor certified with IRCA e.g. ISO 9001:2015 standard
* Chartered professional beneficial
Type of experience:
* Experience of managing and implementing quality and assurance principles, systems and frameworks on large scale infrastructural projects.
* Experience within a technical background with the experience of liaise with contractors and designers.
* Experience of multi-discipline programmes incl. civils, M&E, architecture, rail systems, rolling stock
