Job Description

As a Deputy Head of Programme Delivery in DIO you will:
  • Provide leadership for the team/function, developing and supporting the team, enabling them to deliver departmental goals and motivate staff providing a positive, collaborative and proactive working environment.
  • Demonstrate a personal commitment to the DIO Guiding Principles.

  • Promote strong working relationships both within the team and with other teams across DIO and MoD.
  • Continually strive to enhanced MPP Navy and DE&S P3M maturity, supporting team improvements and best practice (continual improvement and section development, as well as strengthening collaboration across the business).
  • Work directly with the 1* Programme Director MPP Navy and DE&S to develop a working environment and ways of working to achieve a High Performing Team ethos within the Projects Team and is accountable for ensuring adherence and conformity to all agreed DIO processes and operating procedures, particularly those which are detailed under key infrastructure process.
  • Represent the Department and deputise for the 1* Programme Director at Directorate level when required.
  • Lead all Programme activities and support project development through overall management, co-ordination and direction of internal and external resources to achieve the Delivery Plan for construction projects in the Programme to the performance cost and time agreed.
  • Test and challenge the performance of project teams, to drive value for money solutions that are on time to budget.
  • Lead and champion the MPP safety culture ensuring our people, suppliers and contractors behave and deliver safely.
  • Provide leadership for stakeholder management and analysis activities for team/functionleading engagement with the most important and influential internal and external stakeholders and negotiating key outcomes in support of DIO delivery.
  • Lead engagement and relationships with our frontline command sponsors to maintain clarity of demand and delivery performance, achieving a common operating understanding.
  • Direct Delivery in collaboration with Users and Industry - effective contract management, stakeholder and end User engagement in the delivery of construction projects to assure that output delivered meets the defined requirement within funding and time parameters and in pursuit of Value for Money.
  • Manage delegated budget and resourcesensuring appropriate financial management for function that is compliant with MOD policy and DIO internal requirements staying within agreed tolerance of delegated budget.

This position is advertised at 37 hours per week.

Person specification

Essential
  • Experience of delivering major engineering or infrastructure programmes and projects (>10m) in a senior project management role.
  • Leadership of teams and people
  • Experience of successfully managing stakeholders in a complex environment.
  • Commercial and/or procurement experience.
  • Knowledge of infrastructure delivery processes
  • The ability to become Chartered with the APM


Desirable
  • Risk Management
  • Construction experience
  • Membership of a professional body or institution (e.g. RIBA, RICS, ICE, CIBSE, IMechE, CIOB, APM or equivalent) and a project management qualification APMP/APM(PMQ)/Prince 2 or equivalent.
  • A recognised construction qualification (NVQ Level 5, HNC/HND or higher in a Construction, Infrastructure or engineering related discipline)

Note that it will be a requirement to achieve a professional qualification if one is not already held.

Licences
UK Driving Licence - required to enable travel to remote project sites not accessible by public transport.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
