Transformation Director: Building Safety (housing repairs, maintenance and compliance)
6-12 month Interim Contract
South West of England
Paying Merket rate (Flexible for the right candidate)
Inside IR35
Full-time (Expectation to be on site 3/4 days per week)
Reporting to: Executive Director, Growth and Regeneration you will be responsible for Supporting the transformation of the Asset / Repairs service to deliver a safety-first housing asset services, including management of repairs, maintenance, and compliance services.
Purpose of the job:
- Design and deliver strategic safety-first asset management services for the council housing residents, in line with the five principles of the council’s corporate strategy.
- Ensure efficient and effective delivery of resident and safety focussed responsive repairs service.
- Ensuring satisfactorily meeting all relevant legal and regulatory requirements.
- Lead the workforce of the asset management housing repairs and maintenance and business innovation services and coordinate the overall approach to the Council’s housing stock.
- Take a professional lead, in the areas of repairs, maintenance and compliance, on implementing the council’s new housing IT system.
- Work with external stakeholders, including the fire and rescue service, and internal partners to ensure high quality services that meet the needs of residents.
- Provide advice to the executive director on effectiveness of existing structure and practices in relation to asset management.
- Implementing sustainable safety practices in line with best practice and Social Housing Regulator (SHR) standards.
- Work closely with internal and external stakeholders, including regulatory bodies and agencies, to drive a culture of best practice and continuous improvement.
Key Objectives:
- Provide strategic leadership for the housing division in relation to repairs and maintenance of housing to ensure rapid and ongoing compliance with all relevant building safety legislation and regulations, implementing a risk-based approach to prioritising safety interventions.
- Identify gaps in current safety management processes and lead improvements to ensure future resilience and compliance with best practice
- Implement and further develop the Building Safety strategy for the Council’s high-rise properties and other complex buildings, prioritising safety interventions to ensure regulatory standards are met.
- Lead and embed a culture of rigour, governance, transparency and accountability within the service and related areas.
- Drive transformation, focusing on modernising building safety practice and improve service delivery.
Person requirements:
- Proven experience in a senior leadership role and delivering change in a local authority or a registered provider with a focus on residential building safety
- Experience of managing large capital programmes, complex contracts and large in-house services
- Experience and understanding of delivering responsive repairs, dealing with high demand and intense pressure to ensure homes are well maintained, dry, warm and safe at all times.
- Strong track record of establishing and maintaining a strong performance culture including effective performance measures, the evaluation of service quality and improving service delivery which meets the needs and expectations of customers.
- Experience of successfully managing large-scale safety transformation programmes (including culture change) within a complex organisation to achieve desired outcomes.
- Experience of working in a regulated environment with direct experience in working with the Social Housing Regulator or similar body
- Proven track record of successfully engaging and communicating with a wide range of stakeholders and elected members
- A proven track record of successful resource management and delivery of cost effective, quality services within constrained resources.
- Substantial experience of leading, motivating and inspiring diverse groups of professional and operational staff, to achieve organisational objectives.
