With a new devolution deal providing Greater Manchester with additional powers, funding and influence over the next few years and housing forming a central part of GMCA's renewed ambitions, we are at a critical moment in our efforts to end homelessness and other forms of disadvantage and inequality.
It is a fundamental truth that we cant end homelessness without ensuring that everybody has access to safe, decent and affordable accommodation. This accommodation will look different for different people and we need a range of offers, including social housing, supported housing, temporary accommodationand specific interventions like Housing First.
We are beginning to deeply understand the true costs of not fixing the housing crisis, which often falls on Local Authorities who are already facing enormous amounts of financial and operational pressure. We have developed an Action Plan on Temporary Accommodation for Greater Manchester, recognising that we can't fix the housing crisis overnight, but through collaboration and determination we can begin to tackle its worst effects.
We need someone to help turnthis action plan into reality. Thats where you come in.
Your Role:
You will play a critical role in delivering the GM Temporary Accommodation Action Planby working with our Local Authorities to deliver on its 6 priorities: :
- Improving ourData:Working with research colleagues to better understand Temporary Accommodation usage, spend and demographics.
- Enhancing strategicCollaboration:Working with our Local Authorities to realise the collective benefits of working together.
- Developing and deliveringNew Supplymodels for temporary housing: working with Local Authorities and GMCA colleagues to develop new supply models that provide good value for money. This may include
- Working to drive up Temporary AccommodationStandards:Working with GMCA Place colleagues and our Local Authorities to drive up housing standards through initiatives like the Good Landlord Charter.
- EmbeddingCo-productionin our work: ensuring that the voices and experiences of families who have been in temporary accommodation inform the projects emerging from the Action Plan.
- Understanding and supporting the statutory homelessnessWorkforce:considering the extreme pressures faced by Local Authority housing options teams and ways in which we can support them.
Progressing this action plan requires a wide range of activity, ranging from developing bricks-and-mortar solutions, through to supporting our Local Authorities to collaborate effectively and to developing our policy positions and influencing priorities in this arena.You will support this work by:
Overseeing the project management of our existing capital programmes:ensuring both new and existing schemesdeliver housingfor people experiencing homelessness on time and on budget.
Appraising and implementing new programmes that are in development:Getting us from a funding bid through to actual delivery.
Acting as policy lead for temporary and emergency accommodation:recognising that, as well as responding to specific funding opportunities, we need to develop our long-term vision for housing and homelessness prevention in Greater Manchester.
This is ameaningfulrole; you will be directly playing a part in a whole-system effort toreduceand preventhomelessness, working closely with local and national partners to tackle the worst effects of the housing crisis.
The role is also incrediblycollaborative;you will be a key contact forLocal Authorities, national government partners and other stakeholdersin Greater Manchester, as partGMCA's emerging Housing First Unit.
About You:
The fact that the complexity of this work is appealing to you means that you're a systems thinker who iscomfortable working within a complex environment with multiple private, public and third sector partners and you'll be keen to put your strong interpersonal and communication skills to the test.
You might be working for a Local Authority homelessness team and looking to bring your first-hand experience into a more strategic role.
You might be a keen programme or project manager, with a passion for making a difference, but maybe you havent worked in homelessness before.
You might be working in a different housing role with a lot of sector and market knowledge to bring, but youre looking for a role with tangible social impact.
Whatever your circumstances, were looking for someone with the core skills to hit the ground running, but we recognise that we will need to invest in the right candidate. You will be able to learn from and lean on the advice and expertise from across a wide range of experts in Housing, Homelessness, Local Authorities and Investment teams.

- Organised and focused:the ability to stay on top of several complex projects with different timescales.

- Passionate about tackling homelessness, poverty, inequality and disadvantage:enthusiasm and drive for social change, through reforming public services and working with communities.
