To supervise the 24/7 operation, preventative maintenance, and repair of high-pressure boilers and all related steam and mechanical equipment and systems within the Utility Plant, primary steam distribution and individual buildings. This position also supervises the water treatment plant and associated staff.This position is considered an essential personnel position.Description of DutiesDirects staff assignments, daily work schedules for the operation, maintenance, preventative maintenance (PM) program, (quarterly, semi-annual, and annual), and repair of high pressure and low pressure boilers and related steam systems, feed water systems including feed pumps and piping combustion control equipment (air compressors, transmitters, controllers and receivers) as well as steam joints and valves on high pressure steam lines. Schedule and supervise personnel for 24/7 operation of the boiler plant during the heating season.Oversees water treatment plant operations and pool operations through subordinate Chief Water Plant Operator. Report need for major repairs to Associate Director.Originates and manages service and repair contracts for shop responsible equipment and systems campus-wide. Assists and supports the campus planning, facilities remodeling, repairs, and functional space utilization improvements efforts through the constructive input/review of developing designs and specifications. Performs a wide variety of technical activities to support, promote, and execute campus plant maintenance/repairs/projects, including cost estimating, material take-offs, work sketches/layouts, as well as other related duties as necessary/appropriate.Implements, adjusts, and enforces operational procedures which promote and support safety measures to prevent accidents and injuries while ensuring proper and safe operation in compliance with applicable regulations.Provides personnel support monitoring work conditions; administering the collective bargaining agreement; evaluating and reconciling employee complaints; counsels employees when appropriate; drafting performance evaluation; makes recommendations on formal grievances; receiving, approving, disapproving leave, travel and training requests for shop staff, and interviews prospective employees recommending applicants for employment.Develops and maintains good working relationships and effective communications with supervisor(s), department staff, university personnel, vendor representatives, and city, state and federal agency personnel. Performs other related and pertinent duties as assigned.Works nights and weekends during weather and other emergencies or events which impacts Campus operations.Decision MakingBased on seasonal conditions, parts inventory count, available staffing, and impact to Campus academic and administrative activities, makes independent decisions on shop repair/maintenance operations, personnel work assignments, and equipment repairs. Provides general feedback to supervisor(s) unless a significant change in typical operations, like a system or building shut-down, is being considered.Fiscal ResponsibilityMonitors shop expenses to ensure that the budget account is not depleted before year-end. Identify, estimate and provide timely notice to supervisor(s) for maintenance and repair work requiring supplemental or additional funding.Supervisory ResponsibilityActs as overall supervisor for the utility plant operation including (4) Utility Plant Operator 2, (1) Chief Water Plant Operator. Incumbent may also supervise (1) Temperature Control Technician and (1) Plant Mechanic. (9 staff total)Minimum Requirements ProfileTwo years of experience as a Utility Plant Operator 2;ORTwo years of skilled work experience in the operation, maintenance, and repair of industrial, commercial, or institutional utility plant systems and related equipment.ORAn equivalent combination of experience and training.Valid Driver’s licensePreferred QualificationsAbility to train employees in the operation, maintenance, and repair of steam boilers and related equipment.Two years supervisory experience in a utility plant environment.Applicant Rating CriteriaTraining and experience in the operation and maintenance of steam boilers and associated distribution systems.Training and experience relevant to standard practices, processes, tools, equipment and materials used in the trades related to steam fitting, plumbing, metal working, water production, HVAC, and mechanical maintenance/repair .Working knowledge related to safety rules and regulations, such as Uniform Building, Electrical, Mechanical and Plumbing Codes.4. 3.Working knowledge of the principles and practice of supervision and training.Demonstrated computer literacy used to prepare and maintain appropriate records and reports.Demonstrated ability to read and interpret blueprints, schematics, wiring diagrams and sketches for improvements or alterations to steam, plumbing, HVAC, mechanical and basic electrical equipment.Demonstrated ability to accurately estimate equipment, labor and material cost for repair and maintenance/construction projects.Knowledge, Skills & AbilitiesKnowledge of the standard practices, processes equipment, tools and materials in the trades of welding, plumbing, HVAC and general mechanical repair workKnowledge of the operation and maintenance of the Pasco Building Automation System.Knowledge of the operation, maintenance and repair of steam heating plant equipmentKnowledge of the operation and regulatory requirements for a potable water treatment facility.Knowledge of the occupational hazards and safety precautions of building, mechanical, repair work and new construction or renovation work.Ability to use, maintain and care for tools and equipment employed in mechanical, plumbing and repair work.Ability to plan, assign, supervise and evaluate the work of a varied group of skilled and semi-skilled workers.Ability to train and instruct staff on safety precautions and provide guidance on the proper methods and techniques for accomplishing skilled trades in Utility Plant operations and repairs.Skill in the care and use of a variety of hand and bench tools, machines and equipment used in mechanical repairAbility to work from sketches or plans for improvements or alterations of the Utility Plant, and mechanical systems.Ability to make accurate estimates of time and materials required for repair and maintenance work.Ability to prepare and maintain appropriate records and reports.Ability to physically perform skilled and heavy manual labor indoors and outdoors and occasionally under adverse conditions.Essential Functions1.
