Teranet Manitoba Teranet Manitoba owns and operates the land titles and personal property registries as a service provider to the Government of Manitoba, Teranet Manitoba's main function is to provide certification of titles to land, maintain land records, and provide reliable information of financial interests in personal property to the public. Teranet Manitoba consists of two registries: the Land Titles Office and the Personal Property Registry. The Land Titles Office maintains all records of land ownership and survey plans, and the Personal Property Registry maintains all registrations under Personal Property legislation. Connect. Grow. To learn more about who we are visit our website: www.teranet.ca About the Role This position provides general management and support for day-to-day activities in the areas of software development, testing and Application Support and ensures optimal value is realized in a team- based environment. You will be a proactive individual who can implement and lead best practices IT SDLC business processes that extend beyond systems excellence to include people dynamics. What You Will Be Doing Technical and Project: Ensures delivery of operational individual and team projects allocated within aggressive delivery times. Takes proactive action to prevent problems or conflict. Ensures that industry best practices for IT change management including processes and procedures defined in the Information Technology Infrastructure Library (ITIL) are adhered to. Ensures that all changes to applications and services adhere to industry standards with regards to change management methodologies. Collaborates with external service providers, ensuring that appropriate skilled resources are in place to meet required service levels. Ensures that systems, processes and methodologies are maintained and followed to ensure effective monitoring, control and support of service delivery. Provides occasional off hours operational and/or technical support. Work with the director and architect on related strategic operational and architectural planning and delivery and provides recommendations for development and production environments to sustain and support new integrated solutions. Contributes to and implements IT policies, procedures and documentation as needed to provide reference material directly relevant to the IT operations. Acts as the liaison between Ontario and Manitoba on Network and Infrastructure related matters and ensuring that IT operational processes agreed upon are adhered to. Collaborates with the infrastructure and data center group at Teranet Ontario to ensure secured and quality services are provided to Manitoba. Participates on internal and external committees and working groups as needed. Leadership and Management: Provides leadership to the IT Service Delivery team which includes the following: Application and database support Developers Acts in an exemplary manner and consciously creates a workplace culture that is consistent with the organization's mission, vision and values. Fosters a spirit of teamwork and unity among IT staff that encourages respectful questioning, disagreement, expeditious conflict resolution and the appreciation of diversity as well as cohesiveness. Plans staffing levels and works with human resources staff to recruit, interview, select, hire and employ an appropriate number of employees as required. Coaches, mentors and develops staff, including overseeing new employee orientation and providing career development planning and opportunities. Provides oversight and direction to employees in accordance with the organization's policies and procedures. Supports employees to take responsibility for their jobs and goals. Delegates his/her own responsibility as appropriate and expects accountability and regular feedback. Leads employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback and performance development planning. Provides effective performance feedback through employee recognition, rewards and disciplinary action, with the assistance of Human Resources, when necessary. Maintains transparent communication and appropriately communicates organization information through huddles, group meetings, one-on-one meetings, email, etc. Plans and allocates resources to effectively staff and accomplish the work to meet functional area productivity and quality goals. Establishes and maintains relevant controls and feedback systems to monitor the operation of the functional area. Manages a staff structure and systems that emphasize teamwork, quality, continuous improvement, employee development and high performance. About You Minimum 3 years of practical experience in IT application development and or support. Minimum 3 years of experience in a technical leadership role, leading, managing, supervising and coaching development teams. Knowledge and experience with ITIL is required. Formal training in project management or an equivalent combination of project management experience Demonstrated experience in meeting development objectives by forecasting requirements, scheduling expenditures and analyzing variances. Experience with hiring / managing technical human resources Demonstrated decision making skills Knowledge of DevOps, Agile, RAD and Cloud is an asset. Strong written and verbal communication and organization skills to prioritize work, balance tasks and effectively contribute to complex projects. Strong interpersonal communication skills. Ability to communicate technical information to non-technical personnel. Must also demonstrate experience working in a team-oriented environment.
