Job Description
Geographic Information System (GIS) Coordinator Reporting to the Director, Capital Works, the Geographic Information Systems (GIS) Coordinator will be responsible for the development, implementation, and maintenance of the corporate Geographic Information System (GIS) at Niagara Parks. The GIS Coordinator is also responsible for custom mapping services and providing these services to aid departments from both the data perspective and assisting departmental development activities to support business goals and workflows. The GIS Coordinator is also responsible for on-site data collection, data entry, conversion, manipulation and analysis as well as generating maps, creating reports, managing digital reference libraries for all Niagara Parks departments. The position acts as Niagara Parks’ technical subject matter expert and administrator for the corporate GIS system, including the maintenance of key asset data and assisting the import of data from external sources. Niagara Parks offers a salary of Pay Band 6 for this position which ranges from $87,768.86 to $104,832.76 as well as a comprehensive benefit plan and defined benefit pension plan. QUALIFICATIONS Post secondary degree or diploma in Geographic Information Systems (GIS) or related field (Geography, Computer Information Systems, Computer Engineering). Proficient computer applications including the full Microsoft Office Suite (Excel, Word, PowerPoint, Teams, SharePoint) and GIS. Post Graduate diploma in GIS is preferred. Three (3) to five (5) years’ experience in the analysis and development of spatial data and data structures in a Database Management System preferably in a Municipal/Provincial/Conservation authority environment. Valid Class “G” Driver’s License required. Proficient in the use of ESRI ArcGIS Enterprise, Pro or ArcGIS Online or another appliable GIS solution. Previous experience with utility maps and locates is an asset. Good understanding of Asset Management Systems. Good organizational, project management, problem solving, interpersonal, collaborative, and report writing skills. Ability to work independently with minimal supervision, effectively written and verbal communication with co-workers and managers, members of the construction industry, contracted professionals, and the public. A professional attitude and appearance are required to represent the interests of Niagara Parks. Possesses exceptional planning, scheduling, and coordination skills, and be able to resolve project-related problems and concerns efficiently and effectively. Effective organizational, time management skills, negotiation and conflict management skills. Working knowledge of relevant statutes, regulations, policy statements, processes, by-laws, and best practices applicable to water and wastewater, engineering, roads and transportation. Knowledge of occupational hazards pertaining to public works maintenance, engineering and construction work and of effective safety control and precautionary methods. Demonstrate ethical conduct, political sensitivity, discretion, integrity, and reliability. Proficient with surveying equipment. Good understanding of construction documents, drawings, and specifications. Knowledge of Civil Engineering standards and content required to prepare accurate and complete drawings and documents. Experience with AutoCAD, Civil3D, Map3D and/or other related Autodesk products is considered an asset. KEY ACTIVITIES Develop, collect, maintain, and populate consistent corporate infrastructure asset data while implementing data quality and record storage standards, assisting with GIS database maintenance, and adhering to regulatory standards and compliance. Oversee the day-to-day operations of the GIS, ensuring data integrity, security, and accessibility including the maintaining and updating of GIS databases. Frequent site visits to collect data. Develop and implement GIS policies, procedures, training and standards. Develop applications, databases and web functionality using various programming and scripting languages Manage GIS projects from inception to completion, including planning, budgeting and reporting using Project Management tools and skills. Provide mechanisms and tools to populate or generate data required for custom applications and tools. Create maps and analysis for departments related to planning, design, projects or strategic initiatives. Maintain and author the corporate web-based GIS and content to ensure the information is current and the system is operating normally. Work with key internal/external partners to ensure up to date data is provided in the corporate GIS program. Facilitate the consistent and accurate flow of asset information in and out of the corporate GIS to various corporate systems and repositories by generating a combination of custom designed solutions or using industry standard software and methods. Coordinate the collection, verification, validation, and assembly of data (surveys/inspections/etc.) by internal employees and others, together with the development of templates, forms, and processes with an emphasis on accuracy and efficiencies for entering data into central data repositories. Provide GIS or related support to office and operations staff in the form of reports, mapping (web based or hardcopy) and mobile applications. Assist with the exchange of information with utilities (e.g., PVS Locates) and the Niagara Parks Damage Prevention Technician on underground asset locations, as required. Create training aids/materials for projects, applications or processes, including leading tutorial/learning sessions for internal users. Maintain and record GIS data in accordance with applicable legislation and Niagara Parks policies and procedure PERFORMS OTHER RELATED DUTIES Ability to attend meetings outside of normal working hours when necessary. Responds to after hours issues related to GIS. As assigned.
