Job Description

VolkerFitzpatrick, in joint venture with its sister company VolkerStevin and other strategic partners has an opportunity to redevelop the Elizabeth harbour in Jersey with a value of circa £60m+ over two years under the NEC4 form of contract on behalf of Ports of Jersey.

The redevelopment, which includes changing the layout of the harbour to improve freight-handling capacity and replacing the terminal building, forms part of the wider St Helier Harbour Master Plan. The works comprise the relocation of the 'lift-on, lift-off' freight operation moving from the New North Quay to co-locate with 'roll-on roll-off' trailered freight facilities at Elizabeth Harbour, while the terminal will be demolished and replaced with a new curved building in the north-west corner of the site. The new works will increase handling capacity, maximise the efficiency of port operations and allow for future capacity.

Works also include a new suspended deck, reclaiming land to create new hardstanding, construction of a new customs inspection hall and vehicle security search building close to the new terminal. New public parkland and recreational area. The buildings include solar panels and are designed with circular design principles and the project aims to minimise any environmental impact while also providing social value for the island.

Working within the project's senior management team and reporting to the Commercial Manager, the Senior Quantity Surveyor will be:

Responsible for the day-to-day commercial control, contractual matters, assisting in the management on this project, and should be able to effectively manage surveyors and or assistant surveyors to successfully deliver that project. The below is not a definitive list of roles and responsibilities and so therefore not restricted / limited to:

  • Scheme with managerial responsibility for a commercial team,
  • Ensuring the project is delivered to required commercial and contractual constraints,
  • Providing commercial support to the project team,
  • Chairing various progress, client, subcontractor and consultant meetings,
  • Maintaining commercial information and ensuring compliance with contractual requirements.
  • They will liaise with internal and external parties including the Commercial Manager, the commercial and operational project teams, design teams, external consultants, the client and its representatives on all associated and relevant commercial and contractual matters,
  • Ensuring robust, accurate and timely cost and value reporting at both project and divisional business unit level.
  • They will ensure accurate cash flow reporting takes place, be responsible for cost management activities including forecasting, monthly CVRs, cost and commercial plans and have accountability, along with the project team for commercial performance and strategy and ensure that commercial processes are adhered to across the project and divisional business unit.
  • The Senior Quantity Surveyor will have a strong understanding of the project's commercial and contractual terms and conditions and identify commercial risk and opportunity..

About you

  • The appropriate candidate will be able to demonstrate the expertise required to manage a commercial project team ranging from senior surveyor through to commercial assistant.
  • The ideal individual will hold a formal qualification in a relevant discipline (i.e. BSc Quantity Surveying or equivalent) and have a significant track record of success in the commercial contractor and management of civil engineering schemes to a value circa £50m + within competitor and complimentary contracting organisations.
