About the Project: The Fraser River Tunnel Project is a new eight-lane immersed tunnel that will replace the existing George Massey Tunnel on Highway 99, providing people a toll-free crossing that aligns with regional interests and an active transportation connection across the Fraser River. It is being delivered as a Progressive Design-Build with Target Price and the project is currently initiating the Development Phase to finalize the design and target price with the Contractor. Position Overview: We are seeking a skilled Cost Contract Manager to support the development, management, and execution of the project commercial management workplans as they related to Target Price and the administration of Project Agreements (PAs) between the Owner and Project Contractor as it relates to target cost. Key Accountabilities: Builds and refines processes around cost reimbursable payment models, both external for Project Contractors and internal to meet the performance and governance requirements of TI Corp. Provides subject matter expertise related to target cost process and particulars in PA Agreement to the team as required. Leads evaluation of monthly payment applications from Project Contractors, meets process timelines and performs evaluations to required level of validation. Ensures accuracy in payment certified. Liaises with Project Contractor to agree monthly payment applications. Negotiates and resolves payment issues as between the Project Contractors and TI Corp and escalates where appropriate. Develops and implements best practices and issue resolution using the experience of other TI Corp projects, external projects, professional experiences and external resources. Compiles and provides cost data from monthly payment valuations to Project Controls, Finance and Contract and Commercial to enable analysis, reporting and change valuation. Expedites monthly commercial deliverables from Project Contractor, to enable Province understanding of the Project’s financial performance. Conducts monthly review of constructions progress in the field and works with support from Project Controls to validate monthly performance metrics of contractor. Manages and guides functional reports and cost engineers to undertake monthly payment administration. Attends key commercial and construction meetings, both internal and external. Undertakes other related commercial tasks under the guidance of the Commercial & Contracts Director. Drafts lessons learned from projects for continuous improvement of target cost processes. Provides training on target cost particulars for the Commercial and Contracts team, other relevant disciplines within TI Corp, and external parties. Attends and contributes as appropriate to the Commercial Community of Practice. Qualifications Bachelor’s degree in project or construction management, business administration or equivalent relevant experience. 5 to 10 years of progressive experience in commercial processes on major infrastructure projects (preferably transportation projects with a target cost component). Self-starter able to develop and implement long term workplan based on broad overarching goal with-out supervision. Strong relationship, communication, facilitation, presentation, and interpersonal skills. Ability to lead, manage and mentor functional reports. Strong knowledge of construction cost management systems. Ability to undertake analytics on construction costs, identify trends and effectively report findings to senior management. Experienced in developing and implementing commercial processes. Thorough understanding of commercial, project controls and financial functions on major projects. Knowledge of construction pricing schedules, construction costs and payment terms. Ability to review contract language and commercial conditions with a view to validation of payments. Experienced in review and negotiation of commercial issues with Project Contractors. Ability to liaise/co-ordinate internal disciplines (Commercial and Contracts, Project Controls, Finance) and external experts. Note: You must be legally authorized to work in Canada.
