The challenge

The Office for Nuclear Regulation (ONR) is an evolving public corporation. Essentially, we’re responsible for regulating nuclear site health and safety, nuclear safety, security, safeguards and the transport of radioactive materials. As a Technical Business Analyst for SIMRS, you’ll be working with the kind of data you won’t find anywhere else. For a unique and challenging role, join us at the heart of ONR.

The role

SIMRS (Safeguards Information Management and Reporting System) is a critical component of the UK State System of Accounting for and Control (SSAC) of nuclear material. It underpins the provision of our monthly cycle of statutory reporting to the IAEA (International Atomic Energy Agency) and other international partner states in meeting UK’s international safeguards obligations. It is also fundamental in allowing ONR to regulate the UK nuclear industry against domestic safeguards regulations through the provision of an accountancy function.

In this pivotal role, you’ll work on the development and day to day operations of our state-of-the-art nuclear material accountancy system, embedding business analysis practices and providing expert guidance to internal and external stakeholders. It’s crucial work that is connected to regulation at national and international levels, and involves working with specific data that’s unique to ONR.

Thanks to your efforts in this niche role, you’ll be helping us fulfil our regulatory obligations every day. It involves tracking key business risks associated with SIMRS, managing the delivery of releases in collaboration with suppliers and looking at business requirements, process maps and use-cases; ensuring business justification.

The person
To join us at this level, you’ll need experience of defining and enabling operational systems. It’s important that you can understand and document technical aspects of SIMRS design, which is SQL and .NET framework based.

With this background, you’ll know how to own, drive and produce detailed business requirements and expected business behaviour. You’ll also be able to handle detailed subject matter in complex data environments or solutions.

While a degree (or equivalent professional experience) in Computer Science or IT is considered a requirement, you’ll need more than technical talents. We’re looking for the ability to deal with a range of stakeholders, from geographically dispersed users to suppliers. Good communication skills are therefore vital, along with teamworking skills. You should be able to manage users/SMEs through the delivery lifecycle, interfacing with users, suppliers, and business users around the UK.

The rewards

We offer competitive salaries at the ONR, with this role attracting a salary of £45,048 - £54,405 (plus £4,194 London Weighting Allowance if applicable). Furthermore, you’ll be eligible for a substantial Civil Service Pension scheme (including ill-health retirement and lump sum family benefits), and generous holiday entitlement.

About us

ONR is a Public Corporation with a mission to protect society by securing safe nuclear operations. Our staff are drawn from a wide range of professional backgrounds with specialist inspectors to deliver our core business including civil engineering, radiological protection, human factors, chemical engineering, mechanical engineering and nuclear physics. Together they’re involved in everything from assessing safety documentation, inspecting nuclear sites and communicating our decisions, to training new recruits and representing the UK and ONR nationally and internationally.
