The Department of Justice and Community Safety (the department) is seeking a Senior Legal Policy Adviser to provide a critical role within Emergency Management Victoria.

About the Business Unit

Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

About the Role

Reporting to the Manager, Legal Policy and Legislation, the Senior Legal Policy Adviser delivers innovative and expert strategic and authoritative legal policy advice to the Director, other senior Emergency Management Victoria (EMV) and Departmental officers and the Minister on a wide variety of issues related to emergency management in Victoria. The position may also be required to perform the role EMC Executive Officer full time at the State Control Centre to support the EMC during an emergency, including shift work after hours and on weekends depending on operational need.

Some of your duties will include:

  • Drive the development and implementation of policy and legislative proposals, including through consultation and negotiation with key stakeholders in relation to options for legislative change, and the preparation of Cabinet and Parliamentary documentation.
  • Provide strategic and authoritative legal policy advice to senior executives and government, including operational legal policy advice to support the Emergency Management Commissioner in the performance of their statutory functions.
  • Prepare and present comprehensive reports, ministerial briefs and Cabinet and agency submissions on complex issues and significant policy and strategy proposals, as well as prepare regular and ad hoc briefs, letters, emails an
