Job Description

The Manager, Legal and Regulatory Policy Review (Victorian Energy Upgrades – VEU Review) is responsible for implementing and managing the legislative and regulatory policy development and process for the strategic review of the Victorian Energy Upgrades program (the Review), and developing and implementing the work program for the Legal and Regulatory Policy Review team within the Strategic Review (VEU) Branch of Solar Victoria, Department of Energy, Environment and Climate Action (DEECA). The work program will involve a holistic review of the legal and regulatory policy framework of the VEU and regulatory powers available to Government, the Minister, and the program's regulator. The team will provide recommendations to Government on reforms to the legal and regulatory policy framework, including any changes to associated regulations.

Specialist/Technical Expertise/Qualifications

Mandatory:

  • Experience in a state or federal regulator or broader in-house government legal practice or regulatory setting.
  • Demonstrated experience in designing and/or reviewing public sector policy or programs, legal and regulatory reform in a complex environment with multiple and diverse stakeholders.

Desirable:

  • Relevant tertiary qualifications such as law, energy, or public policy.
  • Knowledge of energy efficiency as it relates to energy efficiency certificate markets is desirable.

This is a fixed term position available until 30 June 2026. The work location for this position is Flexible – Melbourne CBD or Morwell with hybrid work arrangements available.
