About the team you'll be part of

This role sits within Ofcom's Network and Communications Technology Team (N&C Tech). The N&C Tech team in Ofcom includes technologists across the areas of network infrastructure, resilience, and security topics, and range of wireless and wireline technology contexts. The team supports initiatives across the rest of Ofcom as well as having its own objectives in the areas of ensuring reliable and secure networks and communications services in the UK.

The N&C Tech team are a part of the Network and Communications Groups, with responsibilities in telecoms, postal sectors and digital markets. The N&C Group sits alongside other directorates including: Spectrum, Broadcasting and Media, Online Safety, Strategy, Economics, and Legal.

The purpose and scope of the role

While most of our team are technologists, we also have a small number of technical policy advisors. As well as our team, we also work with other teams across Ofcom, other regulators, Government, and a range of external stakeholders, in order to ensure we best addresses the problems people and businesses face. You will lead the delivery of key policy projects supporting our work to understand and report on new technologies and network infrastructure, ensuring the services they deliver are secure and resilient, working closely with specialists such as economists, lawyers and technology experts.

Your Key Responsibilities

  • Work as part of different project teams, leading the development of the policy aspects and managing the successful delivery of the team's work by identifying resources, setting the timetable and managing delivery.
  • Support policy leads in driving overall progress of our projects through governance to publication.
  • Gather and analyse evidence, engaging with internal and external stakeholders to understand their views and summarise for colleagues.
  • Lead aspects of policy development and group discussions, presenting your analysis and collaborating with specialist colleagues to develop policy options for our infrastructure, security, and resilience work.
  • Responsibility for the production of internal documents, including governance documents, that support our policymaking and regulatory process. This will require you to produce high quality written material tailored to different audiences, as well as collating information and views from a range of different sources and communicating legal, economic and technical information clearly.
  • Contribute to other work supporting Ofcom's corporate values, for example through training and development and diversity and inclusion.


The skills, knowledge and experience you'll need for success

  • Experience and in-depth understanding of policy development in a regulated industry, in government or another policy-focused organisation, or of leading complex problem-solving in a commercial organisation.
  • Technical knowledge of the telecoms or internet sectors, ideally with particular experience of infrastructure, security, or operational resilience aspects.
  • Executing plans: project management and delivery experience to organise tasks and set clear goals, managing resources wisely, while keeping an eye on progress.
  • Building solutions: identify and solve complex issues, using evidence-based methods to gather insights and develop well founded solutions.
  • Analytical skills: experience of applying analysis in policy development or problem solving, such as data analysis, options development, technical or economic analysis.
  • Written communications: the ability to express complicated ideas in writing, and the ability to tailor this to suit audiences with different interests and levels of knowledge.
  • Articulating ideas: Express your ideas, thoughts and information in a clear and concise manner, ensuring messages are understood by everyone and experience of communicating nuanced arguments as well as listening to and considering alternative views.
  • Forming relationships: build and nurture positive relationships with people inside and outside the organisation.
