Salary: £44,008 - £46,320


Role can be located in either Glasgow, Dundee or Aberdeen with hybrid working (2 days per week office based).

The Role


Cornerstone has a brand new opportunity for a Facilities & Procurement Lead, who will be responsible for providing a high-quality property and facilities management service for Cornerstone including both operational and strategic responsibilities. You’ll use your specialist knowledge to deliver an effective corporate procurement function and will be responsible for all policies and procedures relating to properties and facilities.

Reporting to the Director of Finance and as part of the post holder will use their specialist knowledge to contribute to future planning of resources and proposals for investment and financial savings opportunities and will exercise judgement in balancing the demands of services/business need against resource constraints ensuring that health and safety or safeguarding is not compromised. The post holder will lead on individual projects and specific corporate initiatives consistent with the purpose of the post.


Principal Duties & Responsibilities


The role of Facilities & Procurement Lead is varied and encompasses many aspects including:


Property Management


• Liaise with and manage the services provided by the external facilities management company for planned and preventative maintenance.

• Be responsible for creating and ensuring a comprehensive register of owned and leased buildings operated by Cornerstone in maintained.

• Assess and determine a life-cycle property improvement and maintenance programme.

• Prepare and maintain a corporate asset management plan.

• Ensure facility/property health & safety recommendations are carried out and liaise with finance team regarding expenditure requirements.

• Ensure service, maintenance and statutory compliance arrangements are in place and adhered to for all necessary purposes e.g. boilers, alarms, asbestos etc (including mandatory electrics testing including PAT, fire alarm etc).


Energy & Utility Supply Management


• Formulate, implement, and monitor an organisational Energy & Environmental strategy.

• Working with senior colleagues adopt best value supply contracts consistent with organisational strategy.

• Develop an organisational plan to reduce energy and carbon consumption and expenditure, in compliance with ESOS and other legislative requirements.


Procurement & Contracts Management


• Develop, review and deliver a relevant corporate procurement strategy and policy designed to improve Cornerstone’s overall performance in the supply of goods and services.

• Devise an operational strategy to ensure policy compliance that maximizes benefit for the organisation.

• Ensure all new opportunities for securing financial savings and process improvements are explored.


Fleet Management


• Lead on Cornerstone’s motor fleet arrangements ensuring economies of scale are achieved from our buying power.

• Consider where possible green options and maximise any grants to build infrastructure.


Insurance


• Lead on Cornerstone’s insurance arrangements, liaising with insurance advisors/brokers to secure insurance cover that is appropriate, effective, and compliant.


About You


Suitable candidates must demonstrate:


• Proven experience of working within a Facilities and Procurement role

• A relevant professional qualification at Degree/SCQF level 9

• A minimum of 3 years of relevant experience

• Excellent customer service skills with a strong commitment to delivering solutions and improving processes

• Strong organisational skills with the ability to plan and organise work across several initiatives

• The ability to identify, develop and implement compliant policies, processes and procedures and communicate these clearly verbally and in writing

• Comfortable learning new systems, developing and implementing new procedures and proposing solutions for problems with systems.
