This position is located in the Plant Maintenance & Operations Center (1225 N 7th St) and the scheduled hours are from 7 AM - 3:30 PM; Monday - Friday. Some late days if a facility emergency arises. There is some flexibility based on emerging issues and other district priorities. Performance-based remote work 2-3 days weekly after a successful 6-month review.

A general understanding of construction or building repair & maintenance (non-custodial) is helpful. Public bid law, procurement & accounting practices are also helpful.

SUMMARY

Under general supervision, plans and manages the construction of MPS buildings from design through completion; manages staff, contractors, contracts, and special projects; assures that projects meet the construction and renewal requirements for the District.

Essential duties and responsibilities may include, but are not limited to, the following:

* Plans and manages the construction of MPS buildings from design through completion; manages staff, contractors, contracts, and special projects.
* Works independently, and makes appropriate decisions based on work experience.
* Manages all phases of construction and renewal projects, including pre-design, schematic design, design development, construction documentation, bid process, construction, and warranty administration.
* Manages planning and construction project managers, and assures work quality and timely completion of assigned duties and responsibilities.
* Meets regularly with staff to prioritize tasks, identify problems, and resolve workload and technical issues;
* evaluates construction issues, identifies problem areas, and develops solutions; assigns work and evaluates performance; works with employees to correct performance deficiencies.
* Plans, conducts, and analyzes the results of research studies and projects; coordinates projects and maintains liaison with other district departments; develops and implements work programs and procedures.
* Participates in leading community engagement activities and maintains timely project updates for all stakeholders.
* Coordinates the development of project RFPs, bid process, and contract approval; identifies project management issues; reviews project plans for compliance with Federal, state, and local regulations.
* Reviews and approves contracts, technical documents, and purchase and payment requests; evaluates, negotiates, and resolves contract and technical issues and disputes.
* Coordinates project administrative work and contractor communications; reviews and approves construction project documents within the scope of authority; generates reports of project activities, and assures effective communication of issues.
* Manages contracts, and monitors project activities for compliance with state and Federal regulations and standards, and MPS policies, goals, and objectives.
* Assures that all project deliverables and service issues are addressed and resolved; coordinates construction project activities with Federal, state, and local agencies.
* Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
* Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
* Maintains absolute confidentiality of work-related issues, records, and MPS information.
* Other duties or tasks may be assigned on an as-needed basis
* At times may be required to work outside normal business hours and work extended hours to accomplish the requirements of the position.

MINIMUM QUALIFICATIONS

Education, Training, and Experience Guidelines

Bachelor's Degree in Architecture, Engineering, Construction Management, or related field; AND five (5) years of construction project management experience; OR an equivalent combination of education, training, and experience as determined by Human Resources.

Knowledge of:

* Methods and practices for engineering project planning, designs, technical plans, specifications, estimates, and reports for civil engineering projects.
* Federal, state, and local codes and regulations governing civil engineering and building construction.
* Principles and practices of government project management and methods of evaluating construction contract compliance.
* Materials, methods, and techniques used in modern infrastructure construction projects.
* Principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, contract management, customer service, and employee supervision.
* Techniques and practices for efficient and cost-effective management of resources.
* Federal and state safety rules and regulations, including OSHA requirements.
* Environmentally responsible and resource-efficient building techniques.

Skill in:

* Interpreting and applying construction standards and procedures; applicable Federal, state, and local rules and regulations; and MPS policies and standards.
* Reading and interpreting designs, estimates, plans, and specifications for construction projects.
* Analyzing and evaluating technical engineering data and construction documentation.
* Using initiative and independent judgment within established procedural guidelines.
* Maintaining complex technical records and files.
* Analyzing problems, resolving disputes and grievances, and recommending effective solutions.
* Managing staff, delegating tasks and authority, and evaluating staff performance.
* Assessing and prioritizing multiple tasks, projects, and demands.
* Establishing and maintaining effective working relationships with co-workers, contractors, public officials, and representatives from other local, State, and Federal agencies.
* Operating a personal computer utilizing standard and specialized software.
* Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Minnesota State Commercial Driver's License may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed indoors and outdoors at MPS facilities; requires constant physical efforts; may be exposed to safety hazards and dangerous tools and equipment; safety precautions must be followed including the use of safety equipment; a job in this category may require walking, bending, reaching, kneeling, crouching, climbing ladders, and ability to lift and move items weighing up to 75 pounds.
