ABOUT THE DEPARTMENT
The Department of Public Works is responsible for developing and maintaining the City's infrastructure, which encompasses many areas. The Department has seven Divisions which include Administration, Fleet Maintenance, Parks and Trees, Refuse, Street Maintenance, Water/Sewer and Engineering. The Director of Public Works oversees these Divisions and the Department's 53 employees. The mission of the Public Works Department is to ensure that city facilities, equipment and public areas are properly maintained and to provide outstanding customer service for the citizens and visitors of La Habra.

ABOUT THE DIVISION
The Water/Sewer Division is responsible for maintaining the City's water and sewer systems. The City's water system provides water service to more than 13,000 service connections. Each connection is metered with meter readings collected each month.

ABOUT THE POSITION
Under general direction of the Water Services Technician V, the Water Services Technician IV will lead a crew of 1-3 persons engaged in skilled/semi-skilled duties in water distribution system maintenance such as water main/service repair, fire hydrant maintenance, PRV maintenance, meter replacements, valve exercising, flushing, and other related tasks.
Examples of Duties

  • Responsible for the complex maintenance, repair, construction, and installation work of water distribution system infrastructure.
  • Oversees/participates in daily repair activities and assignments, and provides training and assistance to maintenance staff.
  • Ensures adherence to safe work methods, procedures and practices; identifies training opportunities and needs; makes recommendations to supervisor.
  • Installs fire hydrants and pressure relief valves.
  • Reads, tests, and replaces water meters.
  • Answers service calls, customer complaints, and questions concerning the water system.
  • Maintains computerized/written service records and prepares reports.
  • Makes repairs to chlorinating equipment.
  • Performs water quality testing.
  • Provides input for employee performance evaluations.
  • Operates a variety of equipment including jack hammers, pavement breakers, power tools, hand tools, dump trucks, backhoes, skip-loaders, tapping machines, valve actuators, cranes, and compaction equipment Assists in cost estimates on specific job assignments.
  • May act as Water Services Technician V in his/her absence.
  • May serve as an after hour duty person on a rotating basis.
  • May support other divisions during emergency conditions.
  • Performs related duties as assigned.

Typical Qualifications

KNOWLEDGE OF:
  • Methods of labor, construction tools, equipment, materials, and work procedures.
  • Heavy equipment and truck operations.
  • Safe work practices as applied to the water industry.
  • Proper traffic control techniques.
  • Principles, practices and techniques of supervision.
  • Cross connection and backflow device applications.
  • Maintenance and repair procedures for pressure reducing valves, fire hydrants, water meters, and valves.
  • Irrigation systems and installation.
  • Water conservation.
SKILL AND ABILITY TO:
  • Analyze maintenance and construction issues, evaluate alternatives and provide options and recommendations.
  • Estimate job materials, personnel and time requirements.
  • Anticipate water demands and adjust supplies to accommodate demands.
  • Understand, document, follow and provide oral and written instructions.
  • Train employees.
  • Effectively oversee, lead and motivate crews on a daily assignments.
  • Use computer programs such as iWater, Word, Excel and Microsoft Outlook.
  • Establish and maintain effective working relationships with the public, City staff and supervisors.

Supplemental Information

EDUCATION/TRAINING/EXPERIENCE
Considerable experience or combination of education and experience which provides the qualifying knowledge, skills and abilities; coursework in general construction, road work, water distribution system maintenance, hydraulics, pumps, and pumping is highly desirable; two (2) years of increasingly responsible experience comparable to that of a Water Services Technician III (M40) for the City of La Habra Public Works Department.

LICENSE AND CERTIFICATION REQUIREMENTS
Must possess and maintain a California Class B driver's license with tanker, and airbrake endorsements.

Must possess and maintain a California Department of Public Health (CDPH) Water Distribution Grade 2 and a Water Treatment Operator Grade 1 upon hire. A CDPH Water Distribution Grade 3 is highly desirable.

PHYSICAL QUALIFICATIONS
Position requires heavy physical work; frequent pushing, pulling, climbing, stooping, bending and lifting and carrying objects up to 75 pounds; requires manual and finger dexterity and hand strength to operate and grasp tools and equipment; the repetitive use of feet and hands to operate vehicles and/or equipment; and maintain body equilibrium to prevent falling when walking, standing or crouching on narrow, may be exposed to wet/muddy conditions, and slippery or moving surfaces. Ability to wear a respirator or SCBA equipment.

VISION: See in the normal visual range with or without correction and the ability to distinguish basic colors and shades of color.

HEARING: Hear in the normal audio range with or without correction.

WORK ENVIRONMENT: Essential duties of this classification are performed primarily in a field environment in all weather conditions. Work is performed on a daily basis in an atmosphere of constant noise, around moving objects and vehicles, on ladders and scaffolding, and below ground. Incumbents are frequently subject to vibration, exposed to smoke, fumes, gas, dust, grease, oil, chemicals, treated water, and untreated sewage, and must work in confined spaces. On a less frequent basis, incumbents perform duties around machinery with moving parts, with hands in water and may be exposed to electrical energy.

SPECIAL CONDITIONS
Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

MEDICAL INSURANCE:
Several CalPERS health plans are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.

DENTAL INSURANCE:
Two (2) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according to the bargaining unit agreement and this benefit is voluntary.

VISION INSURANCE:
The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according to the bargaining unit agreement and this benefit is voluntary.

LIFE INSURANCE:
The City requires all employees to carry a minimum amount of life insurance according to the bargaining unit agreement.

RETIREMENT:
CalPERS 2% @ 60 with a 8% employee contribution (classic); new members 2% @ 62 with a 50% of the normal cost plus 1% cost sharing (PEPRA). The City of La Habra does not participate in Social Security.

DEFERRED COMPENSATION:
The City offers MissionSquare Retirement as its deferred compensation administrator. This is a voluntary benefit with no City contribution.

VACATION:
Earned at the rate of ten (10) working days per year for the first four (4) years of service. Additional vacation may be earned by employees after five (5) years of service.

SICK LEAVE:
Accumulated on the basis of eight (8) hours per month.

HOLIDAYS:
An average of eleven (11) holidays per year, based on the bargaining group of the position.

EMPLOYEE GYM:
The City offers an in-house gym at City hall to support employees health and wellness.
