Job Description

This is an exceptional opportunity for an experienced horizontal public works construction oversight professional to lead the Construction Management Section of Arlington County's Engineering Bureau!

The Department of Environmental Services (DES) is seeking a Construction Management Section Manager to oversee a portfolio of approximately 40 projects ranging in cost from $50K to $20M in various stages at the Engineering Bureau. This position will supervise the Construction Management Section with staff ranging from less experienced personnel to those with over 20 years of experience and credentials such as Certified Construction Manager or Professional Engineers. The Construction Management Section is focused on customer service and is accountable to the general public as well as "internal clients" in the form of program managers across various County agencies, for whom the projects are delivered. The environment is fast paced, with many issues across the projects, and strict requirements for documentation and adherence to financial policies and grant requirements.

This position is in the Engineering Bureau, which consists of approximately 75 employees who provide full-scale surveying, design, and construction management and inspection services for urban horizontal public works infrastructure projects. The Engineering Bureau is responsible for implementation of Arlington County's horizontal infrastructure Capital Improvement Plan (CIP) including the Multimodal Transportation, Stormwater, Water Distribution, Wastewater Collection, and Dry Utility programs. The Construction Management Section is responsible for the oversight of private contractors constructing the County's horizontal CIP projects.

Specific duties include:

* Developing and updating a Staff Resource Allocation Plan which incorporates current and projected future workload and accordingly allocates staff resources;
* Creating Construction Oversight Work Plans by assigning optimized levels of construction oversight personnel resources to each construction phase of a project, and regularly tracking actual usage against Work Plans;
* Partnering with Engineers to contribute construction engineering perspectives to development and analysis of project alternatives;
* Overseeing the development of construction schedules for horizontal public works infrastructure projects;
* Monitoring progress of all ongoing construction projects against contract schedules and budgets, implementing strategies to avoid delays and cost overruns, and applying mitigation measures and rescue plans to recover schedule and limit cost implications;
* Proactively identifying potential construction contractor non-performance, claims, or disputes and resolving to the County's best interests;
* Serving as primary escalation path for field issues reliant on third parties such as utility companies or State permitting agencies;
* Serving as the County's technical expert and ultimate authority on construction issues for horizontal public works infrastructure projects;
* Implementing best practices relating to horizontal public works construction Quality Assurance and project management, such as minimum acceptance criteria checklists and record-keeping requirements;
* Establishing ongoing training for Construction Management Section covering financial management, project management, progress reporting, Change Order document development, and technical inspection oversight.

The successful candidate will possess outstanding program management skills; technical expertise in construction; proven track record of successfully working with various stakeholders; and strong leadership qualities.

Minimum:

* Bachelor's degree in Civil Engineering, Construction Management, Project Management or a closely related field; and
* Significant progressively responsible experience in construction of horizontal public works infrastructure projects in constrained urban areas.

Substitution: Additional directly related experience can substitute for the education requirements on a year-for-year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:

* Managing large and complex horizontal public works infrastructure projects at a supervisory level;
* Implementing best practices in construction oversight, documentation, and financial compliance;
* Public agency contracting regulations and requirements for construction projects;
* Analyzing complex construction situations and determining an effective course of action;
* Construction dispute resolution including defending against claims and seeking remedies against contractor non-performance; and/or
* Preparing and effectively delivering oral presentations and responding to questions on complex construction issues to community groups, business associations, and the general public.

Preference may be given to candidates with a:

* Professional Engineer (PE) License in Virginia, or a state with reciprocity;
* Master's degree in Civil Engineering, Construction Management, or a closely related field;
* Certified Construction Manager credential (CCM); and/or
* Project Management Professional certification (PMP).



Special Requirements:

A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

The selected candidate must possess, or obtain by time of appointment, a valid driver license, and must provide or authorize Arlington County to obtain a copy of official record. Any offer of employment may be contingent upon favorable review of the applicants driving record.

Pursuant to Section 27-9 of the Arlington County Code, this position requires the completion of a "Statement of Economic Interest" (Financial Disclosure) form upon acceptance of employment and annually thereafter.

Work Hours: Flexible work schedule, Monday - Friday between 8:00am - 5:00pm.
