Job Description

Under direction, incumbents in this class serve as Resident Engineers by providing construction management services, including inspection and quality assurance, scheduling, cost control, and contract compliance on a single, complex public works project or multiple projects of less complexity. As the Resident Engineer, the Construction Management Supervisor is responsible for ensuring projects are constructed per plans and specifications, and in accordance with prudent construction management procedures.Knowledge of

* Principles and practices of construction inspection.
* Principles and practices of contract administration.
* Principles of supervision and administration.
* Construction project scheduling, cost estimating, materials, and claims analysis.
* Construction methods and techniques.
* Construction Change Order review and preparation.
* Applicable federal, state, and local laws, codes, and regulations related to construction to include the Public Contract Code.
* Various computer software programs used for construction management.

Ability to

* Plan, supervise, direct and coordinate the work of staff assigned to construction projects.
* Prepare technical reports.
* Read and interpret plans and specifications.
* Understand, interpret and enforce compliance with plans, specifications, bid documents, and contract provisions.
* Inspect materials and workmanship for safety hazards or construction problems
* Prepare project budgets.
* Maintain effective relationships with County employees, consultants and contractors.
* Select, train and evaluate assigned staff.
* Effectively present solutions and options to construction problems.
* Write and review Change Orders, board letters, claims, correspondence to contractors, reports, specifications and contract documents.
* Make written and verbal presentations to civic groups, official bodies, and the general public in order to provide information on the status of construction projects.
* Communicate clearly and effectively orally and in writing.

Minimum Qualifications

Either: 1. Two years of full-time experience performing the duties equivalent to the class of Construction Management Specialist in Sacramento County service.

Or: 2. A Bachelor's Degree from an accredited college or university in construction management or in engineering.

And

Three years of full-time experience acting as a Resident Engineer or Project Manager on public works construction projects. A Master's degree from an accredited college or university in Construction Management may substitute for one year of the required experience.

Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Requirements

Driver's License: A valid California Driver's License, Class C or higher is required prior to appointment to this class. Failure to maintain the appropriate California Driver's License may constitute cause for termination from the class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Physical Requirements: Occasionally walk, bend, stoop, squat, kneel, crouch, and reach above the shoulder. Lift and carry up to 50 pounds.

Working Conditions: Work in an office setting or field project trailer with limited amenities. Incumbents also are required to work out-of-doors and in all kinds of weather.

Probationary Period

The probationary period for this classification is twelve (12) months. APPLICATION

FORMULA RATE EXAMINATION (Weighted 100%)



All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.



This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.



All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
