Description

The Utilities Technician performs construction, maintenance, and repair projects relating to the Town of Oakland's water, reclaimed water, and wastewater utility systems. They will utilize skills acquired through experience and require more than usual physical strength and endurance; duties may include reading, maintaining, and repairing meters; assisting in the installation, repair, and replacement of water mains, fire hydrants, and other infrastructure; calculating water consumption; and interacting with citizens to address concerns. The Utilities Technician works under the general supervision of a supervisor, receives oral and/or written instruction, and has work inspected frequently for completion.

Position Requirements

Essential Responsibilities

The following responsibilities and duties have been provided as examples of essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change, or rescind work assignments as needed.
  • Assists in the installation, inspection, maintenance, and repair of distribution and collection systems for the Town, including leaks, main breaks, manholes, valves, and broken fire hydrants.
  • Assists in the installation, inspection, maintenance, and repair of stormwater pump stations, wastewater mains, laterals, manholes, force mains, air relief valves (ARV), backwater devices, and sanitary cleanouts.
  • Excavates trenches for repair or installation placement; applies temporary patches to street surfaces following repairs.
  • Inspects distribution and collection systems for unauthorized connections or defects needing repairs; reports any unauthorized connections, defects, meter irregularities, damaged equipment, or meter access impediments.
  • Ensures safe conditions at worksites by setting proper cones, barricades, and signs; monitors and directs traffic.
  • Reads meter dials and records readings; computes and verifies meter readings in cases where consumption appears to be abnormal and attempts to find the cause of fluctuations.
  • Assist in investigation of root cause of sewer overflows or loss of water pressures.
  • Performs connection and disconnection of utility services at specified locations; responds to citizens in appropriate manner and provides excellent customer services.
  • Locates and marks underground utilities.
  • Uses a variety of common hand tools, power tools, precision measuring instruments, and electrical and electronic devices; operates and maintains air tools and cutting equipment in a skilled and safe manner, including pavement saws, jackhammers, cut-off saws, cutting torches, and arc welding equipment.
  • Performs various types of manual labor and construction work, including but not limited to installing or abandoning of new or existing facilities; water and sewer main tie-ins and abandonments; manual excavation (e.g., digging, spreading, raking, and shoveling)=
  • Operates various vehicles, heavy equipment, and electronic locating equipment.
  • Retrieves and processes water samples according to regulatory procedures.

Additional Responsibilities
  • This position is responsible for performing general administrative/clerical tasks, including but not limited to answering telephone calls and taking written notes.
  • Aids other employees and departments as needed.
  • Other duties as required.

Education | Experience | Licenses | Certification

Education
  • High school diploma or GED equivalent
  • Not less than one (1) year of experience in wastewater utility field experience.

OR
  • An equivalent combination of education, training, and/or work experience equal or greater than the requirements listed above as determined by Human Resources.

Licenses | Certification
  • Must possess a valid Florida Driver's License with a clean driving record acceptable by most automobile insurance companies.
  • The following certifications are desired: Florida Class "B" Commercial Driver's License with air brake endorsement (must be obtained within 6-months of hire); Water Treatment Operator, Level C, by Florida Department of Environmental Protection and Wastewater Collection Certification (or the ability to obtain within 18-months of hire)

  • General knowledge and understanding of relevant equipment, policies, procedures, and strategies related to municipal utilities.
  • Knowledge of the safe use, operation of, and proper care of a variety of hand tools, power tools, air tools, and various types of cutting equipment.
  • Knowledge of safety rules and regulations related to public works maintenance operations.
  • Ability to operate basic equipment and machinery, including but not limited to pumps, generators, compressors, and various maintenance equipment.
  • Ability to perform heavy manual labor for extended periods of time, including in adverse weather conditions.
  • Ability to understand and follow verbal and basic written instructions.
  • Versatility, flexibility, and willingness to work within constantly changing priorities; ability to work under pressure and tight deadlines in a fast-paced team environment.
  • Strong interpersonal skills with the ability to work with all levels of management and employees; ability to provide effective customer service and foster positive working relationships with internal and external stakeholders.
  • Ability to collaborate and keep a line of communication with supervisor and other stakeholders; demonstrated ability to complete projects in a timely manner.

Physical Requirements
  • Ability to work in an upright position for eight (8) or more hours per day, including standing, walking, and sitting.
  • Frequent mobility is needed.
  • Tasks are primarily performed in outdoor environments, including potential for prolonged exposure to disagreeable elements (e.g., heat, humidity, inclement weather).
  • Occasional crouching or crawling, stooping, climbing or balancing, kneeling, bending or twisting of upper body and neck, reaching with hands and arms, tasting or smelling, pushing or pulling, and lifting.
  • Repetitive hand movement of both hands with the ability to make fast, simple, repeated movements of the fingers, hands, and wrists to operate equipment.
  • Close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision required.
  • Regular lifting, carrying (or otherwise moving) objects, including equipment, supplies and other objects, up to 25 pounds and with a maximum exertion of up to 50 pounds of force.
  • Ability to communicate information and ideas so others will understand, with the ability to listen to and understand information and ideas presented through spoken words and sentences.
  • Frequently interacts with others to obtain or relate information to diverse groups.
  • Works independently with regular guidance on oral instructions; requires multiple periods of intense concentration with distractions.
  • Frequently exposed to outdoor weather conditions; occasionally requires working near moving mechanical parts, in high or precarious places, and generally in a very loud noise location.
  • Regularly uses common hand and power tools; uses precision measuring instruments, electrical and electronic devices.
  • Regularly exposed to fumes or airborne particles, toxic or caustic materials, vibration, and bloodborne pathogens; may be required to wear specialized personal protective equipment (PPE)
  • Performs a wide range of variable tasks as dictated by variable demands and changing conditions with little predictability as to the occurrence.
  • Ability to perform under stress and multi-task.
  • Regular and consistent attendance; requires availability for "on-call" rotation and during times of emergency.

Working Environment
  • Primarily in an outdoor environment.
  • Occasionally work in a shop environment.
  • Occasional weekend, holiday, and evening work required.
  • Must be able to participate in an "on-call" rotation schedule outside of normal shift hours, with the ability to respond 24-hours a day, 7-days a week for after-hours repairs, emergencies, and other related concerns.
