Performs skilled laboring tasks and operates heavy construction equipment within Parks Division.

SUPERVISION RECEIVED

Works under the supervision of the Superintendent.

SUPERVISION EXERCISED

Exercises supervision over skilled, unskilled laborers, and equipment operators, ground workers or other temporary staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Plans maintenance projects, and procures necessary materials, assigns staff to tasks and carries out line maintenance projects.
  • Performs a variety of advanced manual laboring tasks and operates a variety of heavy equipment or machinery associated with the day-to-day operations of the assigned unit.
  • May serve assistant foreman in leading crews of unskilled semi-skilled workers.
  • Operates all equipment on a relief basis and participates in laboring work crews as a worker.
  • Responds to emergency call-outs.
  • Develops and maintains safety practices and procedures. Checks on methods used by the laborers to insure their safety and sees that protective devices and equipment are used where indicated.
  • Implements city policies and procedures relating to operation of the assigned unit.
  • Keeps inventory, time and material records.
  • Performs all of the work of a laborer, as required or assigned.

PERIPHERAL DUTIES

Serves as a member of various employee committees.

Other duties as required.

Qualifications

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

(A) Graduation from high school or GED equivalent, and

(B) two (2) years experience as a journey line worker

Necessary Knowledge, Skills and Abilities:

(A) Thorough knowledge and skill in use of methods, materials and tools used in construction and maintenance work; Thorough knowledge of the occupational hazards and safety precautions;

(B) Skill in operation of listed tools and equipment.

(C) Ability to effectively instruct subordinates in the proper methods, procedures and safety precautions of the assigned unit; Ability to supervise the work of laborers and helpers and direct jobs safely, efficiently and economically; Ability to understand and follow complex oral and written instructions; Ability to work under varying weather conditions.

SPECIAL REQUIREMENTS

Valid Florida Driver's License.

TOOLS AND EQUIPMENT USED

Phone; radio; fax and copy machine; motorized vehicles and equipment including pickup, dump truck, manlift, digger derrick, chipper, pole climbing equipment, hydraulic press, wire cutters, heat sensors, electrical testing equipment, hot sticks, clamp sticks, generator, chain saw, line tracer, and various hand tools.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, traffic, toxic or caustic chemicals, risk of electrical shock, and vibration.

The noise level in the work environment is usually moderate.
