Job Description:
Our client offers an array of professional services globally in the areas of civil, structural, mechanical, electrical and environmental engineering; program management planning; environmental sciences; cultural resources; information services; economics; and construction management and support. They have offices throughout the United States and in over 60 other countries, including England, France, India, Japan, Peru, the Philippines, Romania, Thailand and Turkey.
They are currently seeking a Highways Engineer to act as the Project Manager for a major transport infrastructure reconstruction project in Afghanistan.
This will be on a 12 month contract with the possibility of an extension.
The successful candidate will serve as the Project Manager for a major transport infrastructure reconstruction project in Afghanistan.
You will prepare and implement project plans for the design and construction of road reconstruction projects and will prepare or supervise the preparation of scopes of work, specifications and bills of quantities for subcontracts required for project execution.
You will plan and coordinate with the logistics office, the procurement of equipment and supplies required for project execute.
You will plan and coordinate with an administrative office the mobilization of project staff and hiring of local employees and you will develop the project organization and provide overall senior personnel management for project staff.
You will supervise and account for the project budget, prepare cash flow forecasts and conduct risk analysis for contingencies on a routine basis and will prepare daily, weekly and monthly reports in accordance with approved format.
Finally you will ensure project execution meets quality standards and specification and you will represent the project as the point of contact for meetings with USAID officials, Government of Afghanistan representatives and other external stakeholders.

Job Requirements:
Knowledge and Skills:
You will be a Registered Civil or Highway Engineer with management experience in construction project management with at last one major highway construction project involving the management of a team of Engineers, Inspectors and Support Staff.
You will have the ability to lead a multi-cultural staff in a stressful and demanding environment with little supervision.
You should possess knowledge of FIDIC, AASHTO and ASTM procedures and standards for construction materials testing and quality assurance required for highway and bridge construction. Ideally you should also be well versed in ACI, AISC, FHWA and US Department of Transportation standards and procedures.
You should ideally be experienced working in international work environments in an ex- patriate status and have the ability to work in an austere and potentially dangerous work environment with a willingness to live in a remote field camp location.
Experience of working on USAID projects and the ability to communicate in Dari or Pashto languages is highly desirable.
Finally you should have the ability to serve as the senior company representative at the project site in terms of work ethic, sound judgment and decision making, and professional initiative.
The salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition to
the basic salary which will depend upon the candidates skill set and experience there are
various allowances payable which together give a generous uplift. In addition there is a
daily food / laundry allowance of $9 per day plus dental and medical insurance,
Defence Act insurance, life assurance and a pension (401k).
In addition employees have the use of a phone to call family and friends and the internet for e-mails etc.
Employees will receive 2 paid return economy flights per year and Mobilization and De-Mobilization flights are also paid for by our client.
